Book excerpt: Based on the evaluation of the existing conditions, the condition of Chamberlain Pond Dam is considered to be unsafe/nonemergency because of structural deficiencies and seriously inadequate flood discharge capacity. The dam is a dry masonry wall backed by an earth fill. The left abutment nonoverflow section appears to have settled, causing structural cracks in the dam. The stone wall on the downstream side of this section is bulging and tilting downstream. In view of these conditions, the structural stability of the dam is considered to be questionable, requiring further investigation. The flood discharge capacity of the dam was evaluated according to the recommended criteria and it was found to pass approximately 20 percent of the Probable Maximum Flood (PMF) without overtopping the nonoverflow section of the dam. This capacity is less than the recommended spillway design flood of full PMF. Because the dam cannot pass 50 percent of the PMF and because failure of the dam is considered to significantly increase the downstream damage potential compared to that which would exist just before failure, the flood discharge capacity of the dam is considered to be seriously inadequate.

No conditions were noted that would significantly affect the structural stability of the dam. The formal spillway facility, which consists of a three-foot-diameter drop inlet pipe, is considered to be vulnerable to blockage by debris during a flood and is, therefore, considered inadequate. Although a low area exists over the left abutment which may function as an emergency spillway, a need exists for the installation of a formal emergency spillway facility. Flood discharge capacity of the dam, including the flow over the left abutment, was evaluated according to the recommended procedure and was found to be approximately 10 percent of the Probable Maximum Flood (PMF) without overtopping the low spot on the main embankment. This capacity is less than the recommended one-half of the PMF, according to the size and hazard classification for the dam. Although the spillway capacity is less than 50 percent of the PMF, overtopping of the dam is not considered to constitute a major breach potential. Therefore, the spillway is classified to be inadequate, but not seriously inadequate.

Book excerpt: Perrins Marsh Dam, which is also known as Brown's Pond Dam or Schoonover's Lake, consists of a six-foot-high stone wall, backed by earth fill on the upstream side. In its present configuration, the dam appears to be about 50 to 60 feet long, with a 28-foot-long segment forming the overflow section of the dam. The overflow section is capped with a six-foot-wide concrete slab which appears to be about one foot thick. The earth fills flanking the overflow section gradually merge into the natural abutments with no discernible embankment-abutment junction. The dam does not appear to have any low level outlet facilities. It appears that this dam was constructed at the outlet of a natural lake to raise the lake level. The dam is classified to be in the significant hazard category. Below the dam, Whitelock Creek flows about 150 feet, falls over a stone wall, then flows under a bridge. A house located downstream of the bridge is considered to be in the floodplain of the creek. The stream flows adjacent to a rural residential area for approximately one mile, and then discharges to an essentially uninhabited valley. It is estimated that a failure of this dam would likely cause damage to the downstream bridges and property in the rural residential area. Loss of a few lives is considered possible.

The rubble masonry appeared to be in good condition and well maintained.

The existing walls of the main spillway will overtop at about 6 percent of the Probable Maximum Flood(PMF). Overtopping of the walls will cause erosion of the dry masonry section of the dam. It is estimated that the 15 percent PMF would cause sufficient erosion to cause the dam to fail. The initial surge from the failure of the dam would increase the hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. Cracks have developed in the concrete liner wall on the upstream face of the dry masonry. Excessive leakage and a hole in the upstream earthfill had previously developed and the repairs made to the structure do not eliminate the possibility of these conditions reoccurring. Although a preliminary stability analysis indicates no apparent need for immediate concern, the theoretical stability of Winola Mill Pond Dam is unknown because the foundation conditions are unknown.

Available in PDF, EPUB and Kindle. Book excerpt: Marshwood Dam is two homogeneous earthfill embankments with masonry core-walls. The dam was built in a natural saddle. The embankments impound water within the saddle. The dam has a main spillway and an auxiliary spillway. The main spillway is located at the right abutment of the South Embankment. It has a sharp-crested concrete weir with a crest length of 100 feet. The auxiliary spillway is a canal about 300 feet left of the South Embankment. Based on visual inspection, available records, calculations and past operational performance, Marshwood Dam is judged to be in fair condition. The spillway can pass 65 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. This rating is dependent on implementation of some of the recommendations herein. If the low areas on the embankments were raised 0.6 foot to the design elevation, the spillway can pass 80 percent of the PMF. The spillway capacity would still be rated as inadequate.

Book excerpt: The purpose of a Phase I investigation is to identify expeditiously those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon visual observations and review of available data. Detailed investigations and analyses involving topographic mapping, subsurface investigations, material testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the inspection is intended to identify any need for such studies which should be performed by the owner. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

Book excerpt: Hathaway Pond Dam is located in Ararat Township, Susquehanna County, Pennsylvania. The reservoir was originally created to provide water for power purposes. The reservoir slopes are moderate with a good cover of vegetation. There are three ponds upstream from Hathaway Pond Dam on two tributary streams. The western stream contains Romobe Lake (PennDER I.D. No. 58-10) which is 1750 feet upstream from Hathaway Pond Dam. The eastern tributary contains Ball Lake and an unnamed smaller pond in series. Ball Lake is 2450 feet upstream and will retain considerable storage while the smaller unnamed pond was considered to have no effect on Hathaway Pond Dam. Two homes, a trailer, and township road are located 1800 feet downstream from Hathaway Pond Dam. These could suffer economic damage in the event of a dam failure.
