Book excerpt: In Britain, between 1980 and 1998, the number of people classified as obese tripled to 21per cent of women and 17 per cent of men. It is estimated that this costs the economy, as a whole, �2 billion and the NHS �0.5 billion in treatment. However the response of the NHS is patchy, with no national guidelines and only 28% of health authorities taking action to address the problem. There is little activity related to the management of obesity outside of general practice but only a small proportion of GPs follow a protocol. This report recommends that there should be strategies to reduce obesity and that the Department of Health should build on the plan in the National Service Framework on coronary heart disease and work with partners and professional bodies to clarify responsibilities. It should also work with the National Institute of Clinical excellence to disseminate information. The Department of Health should also lead a cross government strategy to promote the benefits of physical activity and there should be local targets to encourage cycling and walking. It should also work with the food industry to improve the balance of diet. Much of this work needs to be aimed at school children to promote a healthy lifestyle throughout life and guidance to schools on commercial sponsorship should be strengthened so that there is no conflict with messages on healthy eating.

Covering the years 1969 to 1995, it charts reactions to the pit closures programme of the late 1950s and 1960s and the development of the NUM's reputation as the union that could topple governments. This reputation influenced profoundly the relationship between the NUM and successive Labour and Conservative administrations, underpinning changes in the state's approach to industrial disputes, so vividly manifested in the strike of 1984-85. Following the same intellectual path as volume one, this book concentrates on 'high' politics and the relationship between the NUM, the government and the National Coal Board. It highlights many of the same the key themes of the first volume, particularly the internal political process whereby the mineworkers' tendency to fragmentation was managed, and which was to eventually lead to the breakdown of this internal political process and the fragmentation of the NUM. Volume two explores how these fractures impacted upon such key issues as the formation of the 'Broad Left', the election of Joe Gormley as NUM President in 1971 and the strikes of 1972 and 1974 and relations with the Wilson and Heath governments. It then examines the election of Arthur Scargill in 1981 and the subsequent shifting of the union's political centre of gravity, together with the Conservative government's determination to use the power of the state to destroy the power of the NUM. The myths and legends surrounding the NUM and its power to bring down governments is still strong today, yet this book challenges many of the notions surrounding its strength, militancy and cohesiveness. Instead what emerges is a more complex picture as the union struggled to translate local loyalties into national solidarity. Book excerpt: The scale of the support currently provided to UK banks has fallen from a peak of £955 billion to £512 billion, but the amount of cash currently borrowed by the Government to support banks has risen by £7 billion since December 2009. It is likely the taxpayer will be providing support for years to come. The most likely scenario is that there will be no overall loss on the main guarantees. While the UK banks appear to have survived further external shocks in 2010, investors' perceptions of the risk of investing in UK banks remain as high as the summer of 2008. The Treasury aims for the support schemes to be temporary. However, winding the support down quickly will be challenging and it is likely that the Treasury will be committed to at least some of its guarantees, loans and share investments for years to come. The eventual cost or return to the taxpayer as a result of the Treasury's support of the banks is dependent on the Treasury's successfully disposing of its shares in RBS and Lloyd's and recouping its loans to the banking sector. Meanwhile, the Government is paying £5 billion a year (£10 billion so far) in interest on the Government borrowing required to finance the purchase of shares and loans to banks. So far, this has been offset by the fees and interest received by the Treasury from the supported banks, but these are likely to fall in future.
