This NAO report represents the 14th such report into the MoD's procurement of defence equipment. The report examines cost, time and performance data for projects in the year ended 31 March 2005. In total 30 defence equipment projects were examined. Part 1 of this report presents the overall performance of these projects and the progress in implementing Smart Acquisition; Part 2 examines the assessment phase in more detail. The NAO proposes a number of recommendations, among them are: that the cost-effective and timely delivery of mission critical equipments need to be fully recognized when the main investment decision is made; that the Department should clarify what is required to demonstrate the maturity of different types of project, including a clear statement of required best practice along with the consideration of risk and cost and time estimates that are appropriate to the individual projects undertaken.

Book Synopsis British Weapons Acquisition Policy and the Futility of Reform by : Warren A. Chin
Download or read book British Weapons Acquisition Policy and the Futility of Reform written by Warren A. Chin and published by Routledge. This book was released on 2019-09-17 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2004. This incisive work reveals the causes of escalating costs and delays in British defence procurement from 1945 to the present. Tackling a complex subject in a straightforward and readable manner, it considers how successive British governments reacted to this problem, why they adopted the reforms they did and why these reforms failed to have any meaningful effect on the operation of this process. The study draws upon a number of disciplines such as economics, politics and science and engineering to provide a broad synthesis that allows the reader to understand the technicalities of the process. The conclusion reached is that there is no apparent solution to the problem of intergenerational costs of weapons, but that a key to controlling the growing cost of projects during their development lies in the construction of a more effective research and development strategy, a path followed by Margaret Thatcher's predecessors and one that is also being advocated today.

This book was released on 2009 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Ministry of Defence is currently replacing hundreds of existing computer systems with a single new system, called the Defence Information Infrastructure (DII). The programme to design, install and run this is being led by the ATLAS consortium. The programme began in March 2005 and will cost an estimated £7.1 billion by 2015, if fully implemented. The implementation has suffered major delays. The main causes of the delay of terminal installation being over-optimistic assumptions about the condition of the buildings into which DII would be fitted. The DII Programme also provides a range of core software such as word process, email, internet access and security. This should all have been available in June 2006, but less than half of the requirement had been delivered two years later. As a result of these problems, the Department's existing computer systems have had to be used for longer than intended with the increased risk that one or more of them will fail. On the bases of a report by the Comptroller and Auditor General, the Committee examined the Ministry of Defence on the difficulties experienced on the DII Programme in the past and the measures put in place to deliver improvement in future.

Book Synopsis Recruitment and Retention in the Armed Forces by : Great Britain: National Audit Office
Download or read book Recruitment and Retention in the Armed Forces written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2006-11-03 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This two volume NAO report examines the recruitment and retention of armed forces personnel. As of July 2006, the trained strength of the armed forces stood at around 180,690, with an estimated shortfall of 5,170 against the Departments requirement. Overall the armed forces are not in manning balance, with the figures masking a wider shortage of trained personnel within a range of specific trade groups across all three services. All three services expect to be within manning balance by April 2008, though historically the services have consistently run below the full manning requirement. The NAO has identified 88 operational pinch point trades where there is insufficient trained strength to perform operational tasks. The report sets out a number of conclusions and recommendations, including: that the Department should review overall manning requirements within individual operational pinch points and also develop guidelines on the expected levels of voluntary outflow for individual operational pinch points; regular surveys of personnel should be carried out, focusing on factors that reduce retention; the Department should also assess the impact of the work/life balance and the extent to which breaches of individual harmony may be understated; further, the Department should look to investigate measures to provide greater stability and certainty of work patterns for personnel between operational deployments; also that a cost effective analysis should be conducted on the payment of financial retention incentives and the impact on decisions to continue serving in the armed forces; the Department should also review the scope of schemes which provide opportunities to offer competitive salaries, and consider the recruitment to a wider range of trades than is currently the practice; the Department should also develop a clear order of priority for the wide range of long-term projects it has planned and commit to firm timescales and funding programmes for the most important. A companion volume (HC 1633-II, session 2005-06, ISBN 0102943575) is available separately which contains case studies and detailed survey results.
