Book excerpt: NASA's Science Mission Directorate (SMD) currently operates over five dozen missions, with approximately two dozen additional missions in development. These missions span the scientific fields associated with SMD's four divisionsâ€"Astrophysics, Earth Science, Heliophysics, and Planetary Sciences. Because a single mission can consist of multiple spacecraft, NASA-SMD is responsible for nearly 100 operational spacecraft. The most high profile of these are the large strategic missions, often referred to as "flagships." Large strategic missions are essential to maintaining the global leadership of the United States in space exploration and in science because only the United States has the budget, technology, and trained personnel in multiple scientific fields to conduct missions that attract a range of international partners. This report examines the role of large, strategic missions within a balanced program across NASA-SMD space and Earth sciences programs. It considers the role and scientific productivity of such missions in advancing science, technology and the long-term health of the field, and provides guidance that NASA can use to help set the priority of larger missions within a properly balanced program containing a range of mission classes.

Book excerpt: NASA operates a large number of space science missions, approximately three-quarters of which are currently in their extended operations phase. They represent not only a majority of operational space science missions, but a substantial national investment and vital national assets. They are tremendously scientifically productive, making many of the major discoveries that are reported in the media and that rewrite textbooks. Extending Science â€" NASA's Space Science Mission Extensions and the Senior Review Process evaluates the scientific benefits of missions extensions, the current process for extending missions, the current biennial requirement for senior reviews of mission extensions, the balance between starting new missions and extending operating missions, and potential innovative cost-reduction proposals for extended missions, and makes recommendations based on this review.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook is a companion to NPR 7120.5E, NASA Space Flight Program and Project Management Requirements and supports the implementation of the requirements by which NASA formulates and implements space flight programs and projects. Its focus is on what the program or project manager needs to know to accomplish the mission, but it also contains guidance that enhances the understanding of the high-level procedural requirements. (See Appendix C for NPR 7120.5E requirements with rationale.) As such, it starts with the same basic concepts but provides context, rationale, guidance, and a greater depth of detail for the fundamental principles of program and project management. This handbook also explores some of the nuances and implications of applying the procedural requirements, for example, how the Agency Baseline Commitment agreement evolves over time as a program or project moves through its life cycle.

Book excerpt: Suborbital flight activities, including the use of sounding rockets, aircraft, high-altitude balloons, and suborbital reusable launch vehicles, offer valuable opportunities to advance science, train the next generation of scientists and engineers, and provide opportunities for participants in the programs to acquire skills in systems engineering and systems integration that are critical to maintaining the nation's leadership in space programs. Furthermore, the NASA Authorization Act of 2008 finds it in the national interest to expand the size of NASA's suborbital research program and to consider increased funding. Revitalizing NASA's Suborbital Program is an assessment of the current state and potential of NASA's suborbital research programs and a review of NASA's capabilities in this area. The scope of this review includes: existing programs that make use of suborbital flights; the status, capability, and availability of suborbital platforms; the existing or planned launch facilities for suborbital missions (including the Stratospheric Observatory for Infrared Astronomy); and opportunities for scientific research, training, and educational collaboration in the conduct of suborbital missions by NASA. The findings illustrate that suborbital program elements-airborne, balloon, and sounding rockets-play vital and necessary strategic roles in NASA's research, innovation, education, employee development, and spaceflight mission success, thus providing the foundation for achievement of agency goals.

Available in PDF, EPUB and Kindle. Book excerpt: "A Meeting with the Universe is the story of what we learned about the universe and ourselves by going into space. It is not a textbook for scientists. It is written for everyone who shared the excitement and wonder fo the last few years -- students, teachers, scientists, other professional people, and curious citizens of all kinds. It is not a NASA history. It is a history of space exploration -- by NASA, by universities, by other government agencies, and by industries -- all of whom have played major roles. We have not attempted to apportion credit here; space has been studied by many, and the discoveries belong to us all. The book itself is a novel experiment in writing about science for non-scientific readers. It was not produced by science writers or journalists, but written and edited entirely by a group of NASA scientists, all of whom are deeply involved in space science activities and many of whom actively participated in the discoveries they describe. ... We are now at a watershed in space. After 20 years of challenging and exciting activity, we have done most of the easy things and made most of the obvious discoveries. What do we do next? How do we tackle the many new questions that have arisen about the Sun, the Earth, the other worlds, the universe around us, and ourselves? These are not just scientific questions. Their answers involve the understanding of the Earth's geology, its weather, and its climate -- factors that will affect the survival of our civilization, perhaps even of our species. ... Although we have only begun our movement into space, we have already traveled far and seen much. We have a shining vision of the universe and our future in it. Without that vision, without the will to follow it, something important in us -- perhaps we ourselves -- will perish." -- From the preface, Dr. John E. Naugle, Chief Scientist, NASA.

Book excerpt: In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. The National Academies released a report at the same time that independently addressed many of the issues contained in the new policy. In June, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. This report provides an initial response to those requests. It presents guiding principles for selecting science missions that enhance and support the exploration program. The report also presents findings and recommendations to help guide NASA's space exploration strategic planning activity. Separate NRC reviews will be carried out of strategic roadmaps that NASA is developing to implement the policy.

Space Station; to providing satellite and aircraft observations of Earth for scientific and weather forecasting; to developing new technologies designed to improve air flight safety. This report reviewed whether NASA's programs and associated activities with a FY 2009 funding level over $50 million -- are duplicative with other activities of the fed. gov¿t. The report identified 33 of 38 NASA programs that meet the mandate's $50 million threshold. These programs represent about 81% of NASA's FY 2009 budget and support 226 projects.

Available in PDF, EPUB and Kindle. Book excerpt: In January 2004 NASA was given a new policy direction known as the Vision for Space Exploration. That plan, now renamed the United States Space Exploration Policy, called for sending human and robotic missions to the Moon, Mars, and beyond. In 2005 NASA outlined how to conduct the first steps in implementing this policy and began the development of a new human-carrying spacecraft known as Orion, the lunar lander known as Altair, and the launch vehicles Ares I and Ares V. Collectively, these are called the Constellation System. In November 2007 NASA asked the National Research Council (NRC) to evaluate the potential for new science opportunities enabled by the Constellation System of rockets and spacecraft. The NRC committee evaluated a total of 17 mission concepts for future space science missions. Of those, the committee determined that 12 would benefit from the Constellation System and five would not. This book presents the committee's findings and recommendations, including cost estimates, a review of the technical feasibility of each mission, and identification of the missions most deserving of future study.
