Book excerpt: In 1994, the Clinton Administration issued a report, 'Science in the National Interest', which identified new national science goals. Two of the five goals are related to science communications: produce the finest scientists and engineers for the 21st century, and raise scientific and technological literacy of all Americans. In addition to the guidance and goals set forth by the Administration, NASA has been mandated by Congress under the 1958 Space Act to 'provide for the widest practicable and appropriate dissemination concerning its activities and the results thereof'. In addition to addressing eight Goals and Plans which resulted from a January 1994 meeting between NASA and members of the broader scientific, education, and communications community on the Public Communication of NASA's Science, the Science Communications Working Group (SCWG) took a comprehensive look at the way the Agency communicates its science to ensure that any changes the Agency made were long-term improvements. The SCWG developed a Science Communications Strategy for NASA and a plan to implement the Strategy. This report outlines a strategy from which effective science communications programs can be developed and implemented across the agency. Guiding principles and strategic themes for the strategy are provided, with numerous recommendations for improvement discussed within the respective themes of leadership, coordination, integration, participation, leveraging, and evaluation. The first is to manage two of the communications networks that enable spaceflight operations and research, and the second is to integrate agency-wide telecommunications issues. In 2005, NASA asked the NRC to review the effectiveness of the SCO in carrying out its responsibilities by assessing the overall quality of the space communications program. This report presents a review of each of the program elements within the SCOâ€"the space network, NASA's integrated space network (NISN), spectrum management, standards management, search and rescue, communications and navigation architecture, technology, and operations integration. The review focuses on formulation of plans for each element, plan development methodology, connections with the broader community, and overall capabilities. Recommendations for improving SCO operations and organization are provided.

Book excerpt: The National Aeronautics and Space Administration (NASA) is widely admired for astonishing accomplishments since its formation in 1958. Looking ahead over a comparable period of time, what can the nation and the world expect of NASA? What will be the agency's goals and objectives, and what will be the strategy for achieving them? More fundamentally, how will the goals, objectives, and strategy be established and by whom? How will they be modified to reflect changes in science, technology, national priorities, and available resources? In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a "comprehensive independent assessment of NASA's strategic direction and agency management." Subsequently, NASA requested that the National Research Council (NRC) conduct this independent assessment. In the spring of 2012, the NRC Committee on NASA's Strategic Direction was formed and began work on its task. The committee determined that, only with a national consensus on the agency's future strategic direction—along the lines described in the full NRC report—can NASA continue to deliver the wonder, the knowledge, the national security and economic benefits, and the technology that have been typified by its earlier history. NASA's Strategic Direction and the Need for a National Consensus summarizes the findings and recommendations of the committee.

Book excerpt: The National Aeronautics and Space Administration (NASA) is one of the United States' leading federal science, technology, engineering, and mathematics (STEM) agencies and plays an important role in the landscape of STEM education. In 2015, NASA's Science Mission Directorate (SMD) created the Science Activation (SciAct) program to increase the overall coherence of SMD's education efforts, to support more effective, sustainable, and efficient use of SMD science discoveries for education, and to enable NASA scientists and engineers to engage more effectively and efficiently in the STEM learning environment with learners of all ages. SciAct is now transitioning into its second round of funding, and it is beneficial to review the program's portfolio and identify opportunities for improvement. NASA's Science Activation Program: Achievements and Opportunities assesses SciAct's efforts towards meeting its goals. The key objectives of SciAct are to enable STEM education, improve U.S. scientific literacy, advance national education goals, and leverage efforts through partnerships. This report describes and assesses the history, current status, and vision of the program and its projects. It also provides recommendations to enhance NASA's efforts through the SciAct program.

Book excerpt: Extending the spatial and temporal boundaries of human space flight is an important goal for the nation and for the National Aeronautics and Space Administration (NASA). However, human space flight remains an endeavor with substantial risks, and these risks must be identified, managed, and mitigated appropriately to achieve the nation's goals in space. The Bioastronautics Roadmap (BR) is the result of extensive, commendable efforts on the part of NASA to prioritize research efforts to meet these challenges. In 2003, NASA asked the Institute of Medicine (IOM), in collaboration with the Division on Engineering and Physical Sciences of the National Academies, to conduct a review of the BR. Specifically, NASA asked the committee to (1) conduct a comprehensive assessment and report of the strengths and weaknesses of the content and processes of the Bioastronautics Roadmap as applied to the missions described in the President's exploration initiative and (2) identify the unique challenges for accomplishing its goals and objectives. In September 2004, the committee released its preliminary report to NASA entitled Preliminary Considerations Regarding NASA's Bioastronautics Critical Path Roadmap. That document presented the committee's preliminary conclusions about the strengths and weaknesses of the April 2004 version of the BR. This report, A Risk Reductions Strategy for Human Exploration of Space, builds on those preliminary conclusions and provides recommendations to NASA about how to address the issues identified by the committee.

With many hundreds of satellites launched into space and close to 200 human spaceflights, NASA is a proven leader in space exploration. Most of the US space exploration efforts have been led by NASA, including the Apollo moon-landing missions, the Skylab space station, and later the Space Shuttle. Currently, NASA is supporting the International Space Station and is overseeing the development of the Orion Multi-Purpose Crew Vehicle, the Space Launch System and Commercial Crew vehicles. NASA is also responsible for the Launch Services Program which provides oversight of launch operations and countdown management for unmanned NASA launches. The Historical Guide to NASA and the Space Program contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 500 cross-referenced entries on space missions, astronauts, technical terms, space shuttles, satellites and the international space station. This book is an excellent access point for students, researchers, and anyone wanting to know more about NASA and space exploration.

Book excerpt: This presentation gives an overview of the networks NASA currently uses to support space communications and navigation, and the requirements for supporting future deep space missions, including manned lunar and Mars missions. The presentation addresses the Space Network, Deep Space Network, and Ground Network, why new support systems are needed, and the potential for catastrophic failure of aging antennas. Space communications and navigation are considered during Aerocapture, Entry, Descent and Landing (AEDL) only in order to precisely position, track and interact with the spacecraft at its destination (moon, Mars and Earth return) arrival. The presentation recommends a combined optical/radio frequency strategy for deep space communications. Manning, Rob Jet Propulsion Laboratory
