Book excerpt: With the transformation of the role of the welfare state, the “social engagement” and “active participation” were taking the place of passive benefits. The importance of individual actions is becoming more and more prominent. With the reduction of welfare benefits and expansion of the workfare model after the crisis of 2008, the main objective of the local integration programmes was to strengthen self-sufficiency of social group with precarious life situations in rural areas of Hungary. The purpose of this volume is to give a brief overview of the most important local integration programmes of the past quarter century, focusing on the social land programme. The analysis, summarising the results of an empirical study, presents the main turning points of the local integration models, the changing environmental conditions, as well as the adaptation strategies and the possible directions of development of local communities in Hungary.

Book excerpt: ‘Decent work’ as a key category of social integration has undergone significant changes with respect to its concept and its content during the past centuries. The dual nature of work (punishment and reward) can be traced throughout all eras of universal history, but it depends mainly on the economic, social and ideological context whether it is one or the other of these two aspects that becomes dominant for most members of the society. Today almost half of the citizens who are of active working age do not have access to work in the traditional sense. The fact that ‘decent work’ has been losing ground in society is a source of many conflicts. Because of a lack of alternative paradigms that would be acceptable for the majority of society, many believe that we must make an attempt to restore the authority of the work paradigm as well as its role in the organisation of society, i.e. to realise full employment. The author presents an overview of the attempts that have been undertaken during the past decades in Europe and in Hungary to ensure employment, which has been defined as the crucial precondition of a welfare state. In recent years, most European countries have turned away from the ‘welfare’ model, which emphasises welfare payments and services, toward ‘workfare’ models focusing on work. ‘Workfare’ programs are based on direct reciprocity and assume that citizens possess primary responsibilities in addition to their social rights: in return for welfare benefits, they are expected to provide compensation within a relatively short period of time. In this monograph the author is looking for an answer to the question whether reducing the existing welfare benefits, forcing the unemployed to work, and thereby creating full employment constitute a real alternative under the current economic and social circumstances.

Book excerpt: The book reflects with heterogenous contributions - one presenting purely theoretical reflections, the other two looking more focussed on the empirical side: in Hungary and Russia - on precarity. It is of some special significance that the empirical contributions are not looking at the countries of the traditional core of capitalism. Together, the contributions aim on enhancing the debate on precarity, with their special significance that they go beyond the standard deviations. This opens in particular in theoretical perspective an outlook that pushes thinking beyond the drive of reestablishing normalities of a supposed past welfare glory.

It is organized around three factors that are critical to the success of any reform. According to Nobel Laureate Amartya Sen, these key dimensions are Reach, Range, and Reason. 'Reach' refers to the ability of reform to be person-centered and evenhanded, reaching all individuals in society. 'Range' considers the institutional reforms and policy changes necessary to implement change and the possible ripple effects on other policies and populations. Finally, 'Reason' captures the importance of constantly asking why a particular reform has been selected.

Available in PDF, EPUB and Kindle. Book excerpt: This volume extends and deepens our knowledge about cross-border mobility and its role in an enlarged EU. More specifically, its main purpose is to enlighten the growing and yet rather uninformed debate about the role of post-enlargement migration for economic adjustment in the crisis-stricken labor markets of the Eurozone and the EU as a whole. The book addresses the political economy aspects of post-enlargement migration, including its broader political contexts, redistributive impacts, but also nationalization of the enlargement agenda. It also covers the experience of receiving and sending countries with post-enlargement migration and its role during the current crisis. Renowned experts in the field study, whether and how post-enlargement mobility has enabled the EU to absorb asymmetric economic shocks, how it has affected the European welfare systems, and whether it has contributed to the sustainability of the Eurozone. The authors also evaluate brain circulation as a sought-after vehicle of improved allocative efficiency of EU labor markets and propose a policy agenda for mobility in an enlarged EU.

Available in PDF, EPUB and Kindle. Book excerpt: ÔFinally, here is a book that provides a long-overdue holistic analysis of childcare. Written in a clear style, The Costs of Children breaks new ground in demonstrating how political choices about childcare have different impacts on equality of opportunity in Europe. After reading this book, one never again will view childcare as a private concern. It is essential reading for anyone wanting to understand the realities of European integration, democratic policy-making and the gendered consequences of bearing and rearing children.Õ Ð Yvonne Galligan, QueenÕs University Belfast, UK This informative book explores the fair allocation of the costs of childcare in European countries and suggests that greater choice is required to reduce the current tendency to discriminate against mothers. The expert contributors provide an assessment of how countries can handle the fair allocation of the costs of childcare. They look at the experience within Europe in recent years and show in particular how these interrelate with the objectives of improving income, employment and social inclusion. The bookÕs conclusion reveals that choice is the key ingredient as families have different views and different degrees of support available from their relatives. Income and social inclusion can provide choice but ironically employment does not always. An employment-based model can sometimes narrow peopleÕs choices, particularly for people on low wages. The major concern is that most existing systems effectively discriminate against mothers. This is the first book to consider the democratic implications of social welfare systems. It provides an up-to-date assessment of the pressures on parents in deciding how to raise their children under restricted incomes. For many families, practical decisions about childcare are found at a local level. These will depend on the immediate factors that affect them, such as the availability of local nurseries or a family's ability to draw on voluntary networks of support. What is clear, however, is that many of these arrangements discriminate against women. Researchers and practitioners in the field of social policy and childcare in particular will find this book insightful. Graduate students of social policy will also find some practical examples to make their courses more relevant.
