Book excerpt: Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.

Book excerpt: In this seminal volume, leading authorities strategize about how to create early childhood systems that transcend politics and economics to serve the needs of all young children. The authors offer different interpretations of the nature of early childhood systems, discuss the elements necessary to support their development, and examine how effectiveness can be assessed. With a combination of cutting-edge scholarship and practical examples of systems-building efforts taking place in the field, this book provides the foundation educators and policymakers need to take important steps toward developing more conceptually integrated approaches to early childhood care, education, and comprehensive services. Book Features: Provides the only up-to-date, comprehensive examination of early childhood systems.Considers new efforts to expand services, improve quality, maximize resources, and reduce inequities in early childhood.Offers a forum for the field to come together to frame a set of cogent recommendations for the future. Bowman,Irving B. Harris Professor of Child Development, Erikson Institute “The key to successful change is continued development of the frames of reference. Both editors have respected the past, listened to the implementers, and provided a context for moving forward. Like efforts to build systems of child development, which we must now link to growth in specific children we know by name, the book ends with robust examples of the work in progress. Sharon Lynn Kagan and Kristie Kauerz don't just talk about the work, they participate in the creation of change.” —Sherri Killins, Ed.D, Commissioner, Department of Early Education and Care, Massachusetts

Book excerpt: The integration and coordination of health, education, nutrition, social protection, and other services have the potential to improve the lives of children and their caregivers around the world. However, integration and coordination of policies and programs affecting early childhood development can create both risks and benefits. In different localities, these services are more or less effective in achieving their objectives. They also are more or less coordinated in delivering services to the same recipients, and in some cases services are delivered by integrated multisectoral organizations. The result is a rich arena for policy analysis and change and a complex challenge for public- and private-sector organizations that are seeking to improve the lives of children. To examine the science and policy issues involved in coordinating investments in children and their caregivers, the Forum on Investing in Young Children Globally held a workshop in Hong Kong on March 14-15, 2015. Held in partnership with the Centre for Health Education and Health Promotion and Wu Yee Sun College of the Chinese University of Hong Kong, the workshop brought together researchers, policy makers, program practitioners, and other experts from 22 countries. This report highlights the presentations and discussions of the event.

Book excerpt: This timely book will help policymakers and practitioners convert their visions of high-quality early education into on-the-ground reality by providing a much-needed, richly detailed look at how states can design, fund, and manage exemplary programs. The authors describe and analyze how four states—Michigan, West Virginia, Washington, and North Carolina—have built early education systems that positively affect student outcomes. Sharing a commitment to advancing key elements of a quality preschool education, each of the states developed programs with different enrollment requirements, services, and oversight. All of them, however, rely on common overarching strategies, such as: establishing standards and supporting improvement, investing in knowledgeable educators, coordinating and aligning early education programs with elementary school, seeking sufficient funding sources and mechanisms, and building broad-based support. This book offers powerful lessons for anyone who is committed to delivering engaging, age-appropriate preschool programs for all. “This book is so valuable—it’s a ‘how-to’ for the current generation of political leaders, Republicans and Democrats alike, who want to develop early education policies and practices that work.” —James B. Hunt, Jr., former Governor of North Carolina “This book provides critical insights for addressing the key challenge to preschool policy: fulfilling preschool’s promise at scale.” —W. Steven Barnett, National Institute for Early Education Research (NIEER) “A great resource for everybody engaged in state-level processes on behalf of young children, providing valuable lessons from leading states to help other states chart their own path.” —Elliot Regenstein, Foresight Law + Policy “A detailed and fascinating account of how distributive leadership, collaboration, and professional learning can greatly and positively influence teachers’ effective use of data.” —Randi Weingarten, president, American Federation of Teachers

Book excerpt: In the past several years, models of multi-tiered service delivery have emerged as a framework for supporting the needs of school-aged children in schools across the country and have received much attention in scholarly publications of education and related fields. Despite the needs of young children and the promise of early intervention, however, models of multi-tiered service delivery are only in the beginning stages of development in early childhood education settings such as preschools. This text provides early-childhood professionals with an introduction to tiered service delivery and practical considerations in the implementation of a multi-tier system of supports with particular emphasis on early childhood law and ethics, assessment and intervention, developmental disabilities, and family engagement.

Book excerpt: In the past fifteen years, Brazil has made great strides in increasing its population's access to early child education, with both preschool and creche enrollment increasing by over fifty percent. Education programs for young children have consistently been shown to have long-term positive effects on life outcomes of participants. In Brazil, these programs have demonstrated positive impacts on, for example, income, length of schooling, and test scores. However, the quality of pre-schools and creches is essential in achieving these improvements, and even in capital cities, very few centers are rated as high-quality centers. Representation of the poorest and most vulnerable children among those attending pre-school and creche still lags considerably behind that of more privileged children, although poorer children stand to gain the most from early child education programs. Additionally, large rural-urban and regional disparities exist. This book details the literature on the effects of early child education and the importance of quality, and gives a comprehensive view of the quality, regional, and socioeconomic gaps in early child education in Brazil. It further examines existing public and private initiatives in Brazil, and discusses how they can be leveraged to effectively and efficiently provide quality pre-school and creche care. A central aim of the book is to provide policymakers with specific recommendations of policies to improve the quality and equity of the early child education experience in Brazil. Given the difficulty in reaching children in remote areas and the need to expand coverage to the poorest segments of the population, Brazil will need to be strategic in how and where it invests. It should target new centers and allocate existing spaces to the poorest people and areas. Municipal policymakers should allocate public spaces in a transparent manner, provide guidelines to institutions, and monitor them. Teachers need guidance on the best activities to use, to improve child outcomes. The use of participatory budgeting could potentially improve access and equity by involving the poor directly in the budgeting process. Increased cross-sectoral coordination could improve child welfare in cost-effective ways, and public-private partnerships could stretch existing resources further and expand coverage more quickly.
