It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This volume presents how ADB met the challenges during the fourth decade of designing strategies to respond to rapid changes in the region following the Asian financial crisis, and responding to the changes in international development thinking. ADB embarked on two major reorganizations (in 2002 and 2006) and committed to an internal reform agenda to be a more responsive, relevant, and results-oriented organization. ADB also took a proactive role in postconflict reconstruction in Afghanistan, Sri Lanka, Tajikistan, and Timor-Leste. ADB also needed to respond to a series of external shocks such as the severe acute respiratory syndrome epidemic in 2003, the Asian tsunami in 2004, and the Pakistan earthquake in 2005.

In 1990, a new framework for IDA's poverty reduction efforts was created which resulted in significant structural change to its programs. The focus of the programs became one of labor-intensive growth and expanded access to social services and safety nets to improve incomes levels among the poor. Additionally, the IDA agenda was expanded to include gender, the environment and governance as facets of the poverty reduction framework. This report evaluates IDA's performance from 1994 through 2000 against the three specific replenishment commitments of the period. While finding the performance level only partially satisfactory, the review suggests ways to improve the effectiveness of IDA programs, replenishment process and its ability to match corporate and country priorities.
