Conservation planning has received a great deal of coverage and research as a way of conserving biodiversity yet, while theoretically successful, it has never been tested. Simple lines on maps to illustrate conservation areas are unlikely to be successful in the light of human encroachment. It may be that some form of overt display is necessary to ensure the protection of reserves. This may be signage, presence of guards/rangers or physical fencing structures. The need for some form of barrier goes beyond restricting human access. The megafauna of Africa pose a genuine threat to human survival. In southern Africa, fences keep animals in and protect the abutting human population. Elsewhere, fencing is not considered important or viable. Where poverty is rife, it won’t take much to tip the balance from beneficial conservation areas to troublesome repositories of crop-raiders, diseases and killers. Conversely, in New Zealand fences are used to keep animals out. Introduced species have decimated New Zealand’s endemic birds, reptiles and invertebrates, and several sites have been entirely encapsulated in mouse-proof fencing to ensure their protection. Australia faces the same problems as New Zealand, however surrounds its national parks with cattle fences. Foxes and cats are free to enter and leave at will, resulting in rapid recolonisation following poisoning campaigns. How long will these poison campaigns work before tolerance, aversion or resistance evolves in the introduced predator populations?

Book excerpt: Pronghorn rely on long-distance migrations to access seasonal resources and mitigate the consequences of severe winters and droughts. When barriers sever routes to alternative habitats then pronghorn populations may decline as a result of loss of habitat. Wyoming highways and interstates include woven-wire ROW fencing along the road. Such fencing can be effective deterrents to pronghorn and other ungulates from getting onto roads, which could otherwise pose a threat both to passengers and wildlife. However, this has also exacerbated the barrier effects faced by pronghorn. In our study, we sought to predict the most likely crossing locations for pronghorn across the Wyoming section of Interstate 80 (I80), given seasonal habitats and existing migratory habitat of pronghorn in southern Wyoming. We used a novel approach to develop connectivity models that assign the most likely estimates of movement costs as a function of landscape attributes to predict the probability of corridor use. By combining seasonal habitat predictions with our connectivity models, we simulated the most probable locations of historical corridors used by pronghorn prior to the development of I80. We evaluated the accuracy of our predicted corridors using locations of pronghorn carcasses from attempted crossings, as well as trail camera counts of pronghorn using underpasses, and professional review by wildlife biologists. Our results provide a large-scale assessment of pronghorn seasonal habitat, connectivity, and the identification of crossing structure locations that may best restore migratory behavior across a nearly impermeable barrier.

Book excerpt: Pronghorn (Antilocapra americana) movements were investigated with Global Position System (GPS) telemetry from 2007 to 2008 along a 28-mile stretch of U.S. Highway 89 in northern Arizona to develop strategies to enhance permeability with future highway reconstruction. Research objectives were to: Assess pronghorn movement patterns and distribution and determine highway permeability. Investigate the relationships of pronghorn distribution patterns to vehicular traffic volume. Assess the influence of fencing on pronghorn highway crossing patterns and permeability. Investigate pronghorn-vehicle collision patterns. Develop recommendations to enhance pronghorn highway permeability. The team tracked 37 pronghorn (20 females, 17 males) with GPS receiver collars. Of 118,181 GPS fixes, 1,125 occurred within 0.15 mile of US 89, and 3,794 occurred within 0.30 mile. Only one pronghorn crossed US 89 during the two years of tracking. The mean passage rate was a negligible 0.006 crossings/approach. No collisions with vehicles were recorded during the study. In total, 5,035 weighted pronghorn approaches, number of animals/segment, and five other criteria were used to rate 0.6-mile highway segments for suitability as passage structure locations. The team recommended 3.2-mile spacing between passage structures and three sites for passage structures integrated with fencing and noise reduction measures.
