Book excerpt: Recognition of qualifications is one of the Council of Europe’s main activities in the field of higher education and research. The Council of Europe, in co-operation with UNESCO, drafted the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, more briefly referred to as the ‟Lisbon Recognition Convention” because it was adopted in Lisbon in 1997. This Convention is the main legal instrument on the recognition of qualifications in Europe. It has, to date, been ratified by more than 50 states. It promotes fair recognition of academic qualifications This report summarises the results of the first round of monitoring of the implementation of the Lisbon Recognition Convention since its signature in 1997. It presents the key findings and conclusions of a survey on the recognition of qualifications in higher education and lays out the recommendations made by the Lisbon Recognition Convention Committee. These recommendations will require further political decisions on follow-up action from the committee and from the national authorities.

Book excerpt: The Lisbon Recognition Convention, developed by the Council of Europe and UNESCO, is the main international legal text on the international recognition of qualifications and has been ratified by more than 50 countries. Few Council of Europe conventions have achieved a greater number of ratifications, and the political importance of the Lisbon Recognition Convention is very considerable. The recognition of qualifications is a necessary, if not sufficient, condition for both student and labour mobility. To mark the 15th anniversary of the convention, this book examines some of the challenges to the international recognition of qualifications. The convention is an essential legal text, but it needs to be put into better practice. How can learners use their degrees and qualifications in a new country, without losing the real value of those qualifications? The authors, who come from a variety of backgrounds, review the policies and practice of recognition, link recognition to the broader higher education policy debate and consider the role of recognition in enabling individuals to move freely across borders.

Book excerpt: This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. Available in PDF, EPUB and Kindle. Book excerpt: Universities are inherently and definitionally universal in their quest for the creation and dissemination of knowledge. They are set to defy borders that exist in parochial forms. Globalization which opened up borders has by design or default created inequalities and imbalances in knowledge systems. Undoubtedly, knowledge is power but there is difference in the power that is intrinsic to it and the power that is ascribed which is determined by dominant political and economic hierarchies. If knowledge predominantly flows from global north to global south, people seeking knowledge move from global south to global north. These imbalances are also seen within these regions, between cultures and communities, one claiming superiority over the other. These realities call for a reassessment of not only what constitutes knowledge, but also what encompasses the idea of borders. This book elaborates on the inclusive role of education that can act as an equalizer or as a catalyst for creating a level playing field across borders. Book excerpt: The purpose of the Bologna Process is to promote the international mobility of students, graduates and professionals within a European higher education area by 2010, by making it easier for qualifications to be recognised throughout Europe and therefore for them to gain employment. The Bologna Declaration, signed by higher education ministers from 29 European countries in 1999, seeks to achieve this through the creation of a common framework for degrees based on the use of credits. This publication contains the proceedings of a seminar held, in Lisbon in April 2002, to discuss key issues involved in the development of policies which will help realise the European higher education area.

Book excerpt: In 2007, ministers responsible for the implementation of the Bologna Process submitted national action plans for improving the recognition of qualifications, which is one of the priorities of this process. While the international legal framework for recognition is largely in place, there is still much to be done to improve the framework's implementation. The authors analyse the national action plans, demonstrating that there is great variety in practice among European countries. While some national action plans, provide a clear agenda for further improvement, others merely describe the current state of affairs, offering little indication for further action. This book will be of interest to policy makers and practitioners, and it is hoped that the analysis it provides will encourage further discussion and, above all, improved practice.

Book excerpt: The book provides an overview and descriptive analysis of how selected countries - Germany, the Netherlands, Spain, Norway, UK and Turkey- have responded to the massive inflow of refugees, as well as the policy practices they have developed concerning refugee students’ integration into higher education. Seeking to encourage sustainable policy responses and national frameworks, this report highlights these selected countries’ procedures to ensure access to higher education and also approaches to recognize foreign qualifications. It also examines particular challenges in the case of each country. The report limits its scope exclusively to refugee students, excluding practices developed for refugee academics/university staff. The book offers a contribution to the existing literature on educational policy for refugees and encourages higher education institutions to remember their central role as a driving force for social development and integration.

This book was released on 2023-06-12 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: Higher education has been a source of opportunity and achievement for migrants and refugees around the world. It has provided them with the tools and knowledge to pursue careers and build lives in their new communities, but it has also made them targets for discrimination. Colleges and universities are often ill-equipped to address the unique educational needs of their diverse student populations, and many times, the very institution that was meant to be a safe haven for them becomes their greatest barrier to success. Today, we are witnessing a crisis of higher education for migrants and refugees. Global Perspectives on the Difficulties and Opportunities Faced by Migrant and Refugee Students in Higher Education focuses on the formal and informal educational opportunities that are available to migrant students, as well as the barriers that prevent them from fully accessing these opportunities. The book also discusses how the experiences of migrant and refugee students in higher education have evolved and the impact that this evolution has had on their educational experiences. Finally, the book considers the ways in which higher education institutions have responded to the educational needs of migrant and refugee students and the role that the education industry has played in this response both formally and informally. Covering key topics such as immigration, educational needs, and displaced students, this premier reference source is ideal for administrators, policymakers, scholars, researchers, academicians, practitioners, instructors, and students.

The collection features over 30 theoretically and empirically-based discussions of the meaning and key aspects of various forms of mobility as practiced in contemporary societies, and concludes with an exploration of the costs and benefits of moving abroad to individuals and societies at a time when the viability of free circulation is being called into question. The geographical scope of the book covers Europe, Asia, Australia and the Americas, and takes into account socio-economic and regional inequalities, as well as recent developments such as the refugee crisis, Brexit and the Covid-19 pandemic. The book integrates the fields of youth mobility and migration studies, creating opportunities for the establishment of a new paradigm for understanding the spatial circulation of youth and young adults in the twenty-first century.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically reflects on the international function of the Bologna Process by exploring motivations and interests behind its ‘global strategy’ as well as how the reforms have been perceived and applied beyond Europe. Since its initiation in 1999, the Bologna Process has evolved into an important example of regional higher education policy coordination. Now with 48 signatory states both within and outside the European Union, the Bologna reforms have pushed forward an ambitious agenda for a European Higher Education Area (EHEA), and the EU specifically as it aims to consolidate its knowledge-economy. Alongside its regional focus, the Bologna Process has also promoted an international reach through its ‘global strategy’. Through this externalisation, the Bologna Process has become a point of reference for higher education internationalisation worldwide Featuring examples of Bologna’s ‘reach’ from Oceania to North America and in between, the book offers a timely contribution to the understanding of the reform’s global influence. As a whole the contributions offer important insights to the understanding and conceptualisation of the EU’s global influence, comparative regionalism and global higher education development more broadly. This book was originally published as a special issue of the European Journal of Higher Education.

This is the fourth annual report of the Secretary General of the Council of Europe on the state of democracy, human rights and the rule of law in Europe. As with previous reports, the five chapters look at the key building blocks of democratic security: efficient, impartial and independent judiciaries; freedom of expression; freedom of assembly and freedom of association; democratic institutions; and inclusive societies. The report’s analysis of Council of Europe member states’ strengths and weaknesses in these areas can be used to assess their resilience to the challenges posed by populism.
