One approach is to restrict trucks and other large vehicles from one or more of the lanes. The effects of such a restriction, however, have not been extensively studied. This study analyzes the operational effects of three left-lane truck restrictions on six-lane rural Interstates in Texas. Although the directional distribution of trucks changed significantly, no effects were found on the directional distribution of cars, the time gaps between vehicles, or the speeds of either cars or trucks that could be attributed to the truck restriction.

Book excerpt: The purpose of this study is to evaluate potential travel time impacts of the implementation of exclusive heavy-vehicle lanes on the Interstate Highway 35 (IH 35) corridor, in the Austin metropolitan area. The analysis considers heavy vehicles (trucks) and non-heavy vehicles (cars) as separate system elements and as an integrated system. The study modeled traffic operations on IH 35, during the AM and PM peak hours, under two traffic scenarios, Existing and Inside Truck-Only Lanes using the software VISSIM 5.4. The limits of the study are FM 1431 in Round Rock, on the north, and SH 45 near Buda, on the south. The Existing scenario modeled traffic operations under current IH 35 geometric conditions and traffic control rules, in which trucks are prohibited from the inside lane and cars are allowed in all lanes. The Inside Truck-Only Lanes scenario modeled traffic operations under the assumption that trucks are restricted to the inside lane only and cars are prohibited from the inside lane. Travel times across the study area corridor were measured in the models to compare the performance of the Inside Truck-Only Lanes scenario relative to the Existing scenario.

Book excerpt: Texas cities are currently considering the managed lane concept for major freeway projects. As a new concept of operating freeways in a flexible and possibly dynamic manner, the managed lane concept has a limited experience base, thereby creating a knowledge vacuum in emerging key areas that are critical for effective implementation. . Complicating the effort is the rapid progress of several freeway improvement projects in Texas in which TxDOT is proposing managed lane operations. The operational experience both in Texas and nationally for managed lanes is minimal, particularly for extensive freeway reconstruction projects. The managed lane projects currently in existence involve retrofits of existing freeway sections within highly fixed access, geometric, and operational configurations, and established eligibility considerations. There are few projects in operation from which to draw experiential data on the implementation of managed lane freeway sections with complex or multiple operational strategies, including variations in eligible vehicle user groups by time of day. The objectives of this project are to investigate the complex and interrelated issues surrounding the safe and efficient operation of managed lanes using various operating strategies and to develop a managed lanes manual to help the Texas Department of Transportation (TxDOT) make informed planning, design, and operational decisions when considering these facilities for its jurisdiction. This document presents the critical research results obtained over the five years of this project.
