Book excerpt: This paper analyzes the importance of strengthening the relationship of accountability between health service providers and citizens for improving access to and quality of health care. How this is to be achieved, and whether it works, however, remain open questions. The paper presents a randomized field experiment on increasing community-based monitoring. As communities began to more extensively monitor the provider, both the quality and quantity of health service provision improved. One year into the program, there are large increases in utilization, significant weight-for-age z-score gains of infants, and markedly lower deaths among children. The findings on staff behavior suggest that the improvements in quality and quantity of health service delivery resulted from an increased effort by the staff to serve the community. Overall, the results suggest that community monitoring can play an important role in improving service delivery when traditional top-down supervision is ineffective.

Book excerpt: Community-based and -driven development projects have become an important form of development assistance, with the World Bank's portfolio alone approximating $7 billion. A review of their conceptual foundations and evidence on their effectiveness shows that projects that rely on community participation have not been particularly effective at targeting the poor. There is some evidence that such projects create effective community infrastructure, but not a single study establishes a causal relationship between any outcome and participatory elements of a community-based development project. Most such projects are dominated by elites, and both targeting and project quality tend to be markedly worse in more unequal communities. A distinction between potentially quot;benevolentquot; forms of elite domination and more pernicious types of capture is likely to be important for understanding project dynamics and outcomes. Several qualitative studies indicate that the sustainability of community-based initiatives depends crucially on an enabling institutional environment, which requires government commitment, and on accountability of leaders to their community to avoid quot;supply-drivenquot; demand-driven development. External agents strongly influence project success, but facilitators are often poorly trained, particularly in rapidly scaled-up programs. The naive application of complex contextual concepts like participation, social capital, and empowerment is endemic among project implementers and contributes to poor design and implementation. The evidence suggests that community-based and -driven development projects are best undertaken in a context-specific manner, with a long time horizon and with careful and well-designed monitoring and evaluation systems.

This research focuses on evaluating community-engaged learning initiatives within the field of user experience design (UXD). Evaluation was done using a mixed-methods approach which considers both students' and community partners' perspectives. Findings revealed community-engaged learning benefits for both students and community partners. Students gained UXD competencies, interpersonal skills, and empathy. Community partners garnered useful deliverables and an increased understanding of UXD. Results also suggest community-engaged learning initiatives offer a mutually beneficial experience for students and community partners. Recommendations, informed by the assessment of community-engaged learning initiative costs, are also provided. The primary recommendations include: (1) providing a clear outline of the engagement deliverables and timelines upfront; and (2) extending the timeframe of engagement. This research provides preliminary support for community-engaged learning initiatives among UXD programs.

These processes have emerged as important tools for enhancing the participation of local people in planning, decision making and managing their activities. Local people are involved in the design and implementation of mechanisms for observing, systematizing, analyzing and reflecting on their project activities and goals as a basis for joint decision-making. However, whether these systems can promote learning, group functioning process, and community empowerment, is an empirical question. A comparative analysis of three categories of groups; with, without and those that partially integrated some elements of PM & E was conducted in Kenya. A total of 49 farmer field school (FFS) groups (18 with PM & E, 18 without PM & E and 13 that partially integrated some elements of PM & E) were surveyed in Coastal Kenya from three projects implemented by KARI- Mtwapa research centre in partnership with the International Centre for Tropical Agriculture, Ministry of Agriculture and other NGOs.
