In order to realize the goals of the Joint Agreement in the Six-Party Talks, multilateralism is becoming more important. U.S. leadership faces challenges from: the Sino-U.S. rivalry that is better managed because of cooperation over North Korea; the Russo-U.S. rivalry that has intensified, although there is potential to stabilize it in this region; Sino-Russian partnership, which has drawn closer in response to the nuclear crisis but could be tested by progress that would reveal conflicting national interests; North Korean belligerence, which is unlikely to end even if the nuclear crisis is brought under control; South Korean balancing, which would remain even under a conservative president; and Sino-Japanese rivalry, which is somewhat under control in 2007 but remains the main barrier to regionalism. A U.S. regional strategy is needed that addresses all of these challenges in the context of the Six-Party Talks.

The demise of the Soviet Union and withdrawal of Soviet troops from its territory have presented opportunities and challenges for Mongolia. On the positive side, Mongolia has broken free from its narrow geostrategic framework and is now charting its own future by pursuing a more balanced policy toward Russia and China and exploring the opportunities for closer ties with the outside world. On the negative side, the end of Moscow's security umbrella heightened Ulaanbaatar's vulnerability. Now Mongolia must address on its own the entire spectrum of threats to its security. This thesis examines the dilemmas and opportunities facing Mongolia in the post-Cold War, post-Soviet Union world. Analyzing its changing relations with Russia and China, this study focuses on Mongolia's search for a 'third option' - reliable security and economic partners. The best strategy for Ulaanbaatar, while pursuing a balanced and neutral policy toward its neighbors, to maintain independence and economic survival is establishing counterweights to Moscow and Beijing's influence. Cooperation with the international community, active participation in regional and international arrangements, and creating a security regime in Northeast Asia comprise the 'third option'. Mongolia sees maximum benefits through multilateralism.

Book excerpt: This book explores the progress in and the obstacles surrounding developing comprehensive security cooperation between Russia and South Korea since diplomatic relations were established in 1991 within the framework of economic security. The book focuses on oil and natural gas projects, linking the Trans-Siberian and Trans-Korean Railroads, industrial development in the Nakhodka Free Economic Zone, fishery cooperation, and the arms trade, and examines whether these five aspects of cooperation serve to contribute to building Russian-South Korean bilateral and regional economic security. The author argues that these five aspects of cooperation all have the potential to enhance comprehensive bilateral security and further regional economic security in Northeast Asia. However, Russian-South Korean economic cooperation has been hampered by a number of obstacles, including domestic factors as well as external factors, and prevented Russia and South Korea from fulfilling their potential for creating a cooperative comprehensive security relationship. The author concludes with an assessment on the utility of the concept of multi-dimensional security cooperation as a framework for studying and improving the prospects for Russian-South Korean bilateral relations.

The two papers herein, originally presented at the Strategic Studies Institute's 2007 annual Strategy Conference, highlight the challenges posed by the rise of China and by the new possibility for making progress on Korean issues due to the Six-Party Agreements on North Korean proliferation of Feb 13, 2007. Dr. Chu Shulong, the first paper's author, presents a view of China's interests, goals, and perspectives on Northeast Asian issues. In the second paper, Dr. Gilbert Rozman presents an American view of the possibilities for forging a new political order around Korea. Combined, the two papers underscore the complexities and risks as well as the opportunities for political leaders in Northeast Asia in contemplating new policies and actions to readjust the region's political dynamics with its economic dynamism.
