Book excerpt: This book addresses a significant area of applied social-choice theory--the evaluation of voting procedures designed to select a single winner from a field of three or more candidates. Such procedures can differ strikingly in the election outcomes they produce, the opportunities for manipulation that they create, and the nature of the candidates--centrist or extremist--whom they advantage. The author uses computer simulations based on models of voting behavior and reconstructions of historical elections to assess the likelihood that each multicandidate voting system meets political objectives. Alternative procedures abound: the single-vote plurality method, ubiquitous in the United States, Canada, and Britain; runoff, used in certain primaries; the Borda count, based on rank scores submitted by each voter; approval voting, which permits each voter to support several candidates equally; and the Hare system of successive eliminations, to name a few. This work concludes that single-vote plurality is most often at odds with the majoritarian principle of Condorcet. Those methods most likely to choose the Condorcet candidate under sincere voting are generally the most vulnerable to manipulation. Approval voting and the Hare and runoff methods emerge from the analyses as the most reliable. Originally published in 1988. In representative democracies such as the United States, citizens influence the government primarily through voting in elections. The success of democratic governance, therefore, rests in large part on the ability of citizens to select leaders who will act in accordance with their policy preferences. In the end, a government lives up to this democratic ideal (or doesn't) through the enactment of specific policies. How, then, do citizens' votes relate to their preferences over government policy outputs? What intervening factors either assist or interfere with voters' selection of candidates who espouse views closest to their own? Understanding the relationship between citizens' policy views and their voting behavior is central to the evaluation of elections and of democratic governance more generally. This book studies the opinions of ordinary citizens on specific policies and the relationships between these policy views and people's vote choices in presidential elections. Specifically, I focus on testing the empirical implications of spatial theories of voting, which, in their simplest form, assume that each citizen's policy views can be represented by a location on some liberal-conservative policy spectrum, with candidates in a given election each taking a position on this same dimension. The book discusses how the use of some election rules embedded in the U.S. Constitution and in the Presidential Succession Act may cause skewed or weird election outcomes and election stalemates. The book argues that the act may not cover some rare though possible situations which the Twentieth Amendment authorizes Congress to address. Also, the book questions the constitutionality of the National Popular Vote Plan to introduce a direct popular presidential election de facto, without amending the Constitution, and addresses the plan’s “Achilles’ Heel.” In particular, the book shows that the plan may violate the Equal Protection Clause from the Fourteenth Amendment of the Constitution. Numerical examples are provided to show that the counterintuitive claims of the NPV originators and proponents that the plan will encourage presidential candidates to “chase” every vote in every state do not have any grounds. Finally, the book proposes a plan for improving the election system by combining at the national level the “one state, one vote” principle – embedded in the Constitution – and the “one person, one vote” principle. Under this plan no state loses its current Electoral College benefits while all the states gain more attention of presidential candidates.
