Book excerpt: The availability of water resources affects energy, agricultural and environmental systems, which are linked together as well as to climate via the water cycle. As such, watersheds and river basins are directly impacted by local and regional climate variations and change. In turn, these managed systems provide direct inputs to the global economy that serve and promote public health, agricultural and energy production, ecosystem surfaces and infrastructure. We have enhanced the Integrated Global System Model (IGSM) framework capabilities to model effects on the managed water-resource systems of the influence of potential climate change and associated shifts in hydrologic variation and extremes (i.e. non-stationarity in the hydro-climate system), and how we may be able to adapt to these impacts. A key component of this enhancement is the linkage of the Water Resources System (WRS) into the IGSM framework. WRS is a global river basin scale model of water resources management, agricultural (rain-fed and irrigated crops and livestock) and aquatic environmental systems. In particular, WRS will provide the capability within the IGSM framework to explore allocation of water among irrigation, hydropower, urban/industrial, and in-stream uses and investigate how society might adapt water resources due to shifts in hydro-climate variations and extremes. This paper presents the overall design of WRS, its linkages to the land system and economic models of the IGSM, and results of test bed runs of WRS components to address issues of temporal and spatial scales in these linkages.

Climate results are downscaled to yield estimates of surface runoff at 99 river basins of the continental U.S., with an exploration of climate patterns that are relatively wet and dry over the region. These estimates are combined with estimated groundwater supplies. An 11-region economic model (USREP) sets conditions driving water requirements estimated for five use sectors, with detailed sub-models employed for analysis of irrigation and electric power. The water system of the interconnected basins is operated to minimize water stress. Results suggest that, with or without climate change, U.S. average annual water stress is expected to increase over the period 2041 to 2050, primarily because of an increase in water requirements, with the largest water stresses projected in the South West. Policy to lower atmospheric greenhouse gas concentrations has a beneficial effect, reducing water stress intensity and variability in the concerned basins.

We demonstrate a new modeling system that integrates climatic and hydrological determinants of water supply with economic and biological drivers of sectoral and regional water requirement while taking into account constraints of engineered water storage and transport systems. This modeling system is an extension of the Massachusetts Institute of Technology (MIT) Integrated Global System Model framework and is unique in its consistent treatment of factors affecting water resources and water requirements. Irrigation demand, for example, is driven by the same climatic conditions that drive evapotranspiration in natural systems and runoff, and future scenarios of water demand for power plant cooling are consistent with energy scenarios driving climate change. To illustrate the modeling system we select "wet" and "dry" patterns of precipitation for the United States from general circulation models used in the Climate Model Intercomparison Project (CMIP3). Results suggest that population and economic growth alone would increase water stress in the United States through mid-century. Climate change generally increases water stress with the largest increases in the Southwest. By identifying areas of potential stress in the absence of specific adaptation responses, the modeling system can help direct attention to water planning that might then limit use or add storage in potentially stressed regions, while illustrating how avoiding climate change through mitigation could change likely outcomes.

A better representation of the interaction between land-use change and its drivers on the one hand and water resources on the other is imperative for sustainable environmental management. This research investigates and develops spatial analysis methods and tools for the quantification of dynamic feedbacks between land-use change and water resources, by focusing on case study catchments in Ethiopia and South Africa. Furthermore, the research investigates methods for analysing land-use suitability and modelling land-use change. Results show that major changes in land-use have been observed in the past two to three decades in the study catchments. Model representation of the interaction between land-use change and water resources shows that changes in land-use influence hydrologic responses. These influences are especially pronounced during high- and low-flow seasons. Likewise, hydrologic processes and water resources availability influence land-use suitability and hence land-use change responses. Accounting for the dynamic feedback between land-use and hydrology thus produces improved knowledge that can better inform integrated natural resources management.

Water is an essential natural resource needed for food and fiber production, household and industrial uses, energy production, transportation, tourism and recreation, and the functioning of natural ecosystems. Anthropogenic climate change and population growth are anticipated to impose unprecedented pressure on water resources during this century. Pacific Northwest National Laboratory (PNNL) researchers have pioneered the development of integrated assessment (IA) models for the analysis of energy and economic systems under conditions of climate change. This Laboratory Directed Research and Development (LDRD) effort led to the development of a modeling capability to evaluate current and future water allocations between human requirements and ecosystem services. The Water Prototype Model (WPM) was built in STELLA®, a computer modeling package with a powerful interface that enables users to construct dynamic models to simulate and integrate many processes (biological, hydrological, economics, sociological). A 150,404-km2 basin in the United States (U.S.) Pacific Northwest region served as the platform for the development of the WPM. About 60% of the study basin is in the state of Washington with the rest in Oregon. The Columbia River runs through the basin for 874 km, starting at the international border with Canada and ending (for the purpose of the simulation) at The Dalles dam. Water enters the basin through precipitation and from streamflows originating from the Columbia River at the international border with Canada, the Spokane River, and the Snake River. Water leaves the basin through evapotranspiration, consumptive uses (irrigation, livestock, domestic, commercial, mining, industrial, and off-stream power generation), and streamflow through The Dalles dam. Water also enters the Columbia River via runoff from land. The model runs on a monthly timescale to account for the impact of seasonal variations of climate, streamflows, and water uses. Data for the model prototype were obtained from national databases and ecosystem model results. The WPM can be run from three sources: 1) directly from STELLA, 2) with the isee Player®, or 3) the web version of WPM constructed with NetSim® software. When running any of these three versions, the user is presented a screen with a series of buttons, graphs, and a table. Two of the buttons provide the user with background and instructions on how to run the model. Currently, there are five types of scenarios that can be manipulated alone or in combination using the Sliding Input Devices: 1) interannual variability (e.g., El Niño), 2) climate change, 3) salmon policy, 4) future population, and 5) biodiesel production. Overall, the WPM captured the effects of streamflow conditions on hydropower production. Under La Niña conditions, more hydropower is available during all months of the year, with a substantially higher availability during spring and summer. Under El Niño conditions, hydropower would be reduced, with a total decline of 15% from normal weather conditions over the year. A policy of flow augmentation to facilitate the spring migration of smolts to the ocean would also reduce hydropower supply. Modeled hydropower generation was 23% greater than the 81 TWh reported in the 1995 U.S. Geological Survey (USGS) database. The modeling capability presented here contains the essential features to conduct basin-scale analyses of water allocation under current and future climates. Due to its underlying data structure iv and conceptual foundation, the WPM should be appropriate to conduct IA modeling at national and global scales.
