The issues discussed relate to the allocative effects of macro-economic reforms (exchange rate alterations) or reforms in the agro-food sector which have affected Russia's economy in transition. To facilitate the analysis an economy-wide model of Russia's economy is developed. The model is a computable general equilibrium model and as such is the economist's version of a laboratory in which it is possible to conduct policy experiments. Due to the transitory stage of the Russian economy the model is different from other such models for industrialized countries. It takes into account some specific circumstances of the transition process which are elaborated in detail: parts of the informal or hidden economy are represented; market imperfections which are the result of institutional constraints are taken into consideration as are structural rigidities such as immobile capital and disequilibria in labour markets.

Using data from the RLMS (Russian Longitudinal Monitoring Survey), the volume covers the period of transition (1991-2008) during which many fundamental economic reforms were implemented. The first part of the book is devoted to a discussion of the concept of middle class and a description of the economic situation in Russia during the transition period. Particular attention is given to variations in the distribution of Russian incomes and the estimated importance of the middle class. The second part of the book focuses on the link between the middle class and income bipolarization. The third and last section of the book uses the semiparametric "mixture model" to discover how many different groups may be derived from the income distribution in Russia, as well as what the main socio-economic and demographic characteristics of those groups are. The mobility of households into and out of the middle class during the transition period is also studied in hopes of determining the factors that contribute to such mobility. Using rigorous empirical methods, this volume sheds light on a relatively unstudied economic group and provides insight for countries which are about to enter a transition period. As such, this book will be of great interest to researchers in economics and inequality as well as professionals and practitioners working with international organizations.

Serguey Braguinsky, a Russian economist with extensive international experience, and Grigory Yavlinsky, leader of the liberal "Yabloko" party and a major public figure in Russia, focus on the institutions that are critical to a successful transition and the economic incentives needed to make these institutions work. Finally, they discuss in detail the specific components of the economic processes that are necessary for economic transition in general and they draw lessons that can be applied to other nations dealing with similar transitions. In 1989, Grigory Yavlinsky became a member of the Commission for Economic Reform and wrote the groundbreaking "500 Day Plan," which outlined the first program of transition to a market economy. Two years later, he co-wrote the program of strategic cooperation between the Soviet government and the West (known as the "Grand Bargain"). Here he and Serguey Braguinsky examine what went wrong with the Russian plan--and what is needed to put the economy back on the road to becoming a fully functioning market economy. The first section of the book presents a new interpretation of the political economy of the socialist state and the incentives and institutions that underpin it, with an emphasis on the present Russian situation. The second part deals with the political economy of "spontaneous transition" and the inefficiencies inherent in economies that lack the organizations and institutions that inhere in established Western democratic economies. In the final section, the authors present a program of actions to put the economic transition in Russia back on track, based on their assessment of the actual current state of both the economy and the government. Their approach is unique in emphasizing organizational evolution at the microeconomic level instead of stressing macroeconomic issues such as money and inflation that are at the heart of most arguments. Economic science has been faced with the challenge of developing an appropriate body of analysis, advice, and direction to help other nations that may be undergoing this process. In this volume, John Marangos adopts a political economy approach that yields alternative models of transition. The volume develops transition models from what Marangos defines as the primary elements of six variables: (1) economic analysis; (2) definitions of the Good Society; (3) speed of transition; (4) political structure; (5) ideological structure; and (6) initial conditions. The models developed include: the shock therapy model, the neoclassical gradualist model of transition, the post Keynesian model, the pluralistic market, the socialist model, and the non-pluralistic market socialist model. After identifying the primary elements of each transition model, Marangos considers the elements of each model with respect to the desirable reforms. An essential element of the transition process is not only to identify the necessary reforms but also a sequence in which the reforms should be introduced. For each transition model developed in this book, a set of primary and secondary elements were provided in conjunction with a sequence of reforms. Analyzing the transition problem from a political economy perspective, Marangos shows that it is possible to have inconsistencies within each transition model and between transition models yet be able to identify the potential for implementation and maintenance of necessary reforms each model recommends. This volume contributes to the understanding of the process of transition, with the objective of identifying an optimal model of transition.

Since the collapse of the Soviet Union and the transition of its republics to market structures and more representative forms of government, the European Commission has recognized the necessity of a closer economic cooperation with Russia, Ukraine and Kazakhstan, the three largest economies of the former Soviet Union. This book suggests that the foreign aid of the European Union provided a set of reform incentives to post-Soviet planners. It created the grounds for the institutional and social transformation of the bureaucracy at both central and regional levels by integrating it into the aid allocation process. In Russia, Ukraine and Kazakhstan, the observed subordination of NGOs to the developmental priorities of the bureaucracy occurred at the expense of diversity and political openness. Nevertheless, this reality led to the emergence of transnational sovereignty partnerships that reduced poverty for the general population and motivated both bureaucrats and entrepreneurs to cooperate. Empirical models alone are not sufficient to delineate all the aspects of principal-agent relationships in post-Soviet bureaucracies. This is why formal modeling and analysis of qualitative data are extremely useful. Evaluation reports indicate the problems and challenges faced by aid bureaucrats and suggest that the weakly institutionalized environments of Ukraine and Central Asia/Kazakhstan are less conducive to aid effectiveness than the heavily bureaucratized environment of Russia. The proposed incentives system for the allocation of foreign aid links EU foreign policy with bureaucratic decision-making and reflects the choice sets of the donor and the recipient. Multilevel definitions of aid effectiveness are provided in the course of the book chapters.
