It marked the first use of a prefabricated building system for a large-scale council estate, replacing a notorious slum. But it lasted barely a generation – its complete demolition was announced as Alison Ravetz was finishing this study. First published in 1974, this book is unique in its use of all estate records from conception to destruction, as well as in its comprehensive approach, including aspects usually missing in council housing studies – notably the intimate experience of residents, and a fraught, long-drawn-out building period. Ravetz argues that the Flats’ ‘failure’ was due not to social breakdown, as repeatedly alleged, but rather to a rigidity of design and management unable to accommodate gradual, incremental change. This has continuing implications for the operation of bureaucratically designed and controlled ‘social housing’ today.

Book excerpt: A Brookings Institution Press and the National Academy of Public Administration publication America's complex system of multi-layered government faces new challenges as a result of rapidly changing economic, technological, and demographic trends. An aging population, economic globalization, and homeland security concerns are among the powerful factors testing the system's capacity and flexibility. Major policy challenges and responses are now overwhelmingly intergovernmental in nature, and as a result, the fortunes of all levels of government are more intertwined and interdependent than ever before. This volume, cosponsored by the National Academy of Public Administration (NAPA), defines an agenda for improving the performance of America's intergovernmental system. The early chapters present the current state of practice in intergovernmental relations, including discussion of trends toward centralization, devolution, and other power-sharing arrangements. The fiscal underpinnings of the system are analyzed, along with the long-term implications of current trends in financing at all levels. The authors identify the principal tools used to define intergovernmental management–grants, mandates, preemptions—in discussing emerging models and best practices in the design and management of those tools. In tergovernmental Management for the 21st Century applies these crosscutting themes to critical policy areas where intergovernmental management and cooperation are essential, such as homeland security, education, welfare, health care, and the environment. It concludes with an authoritative assessment of the system's capacity to govern, oversee, and improve. Available in PDF, EPUB and Kindle. Book excerpt: Estate Landscapes in Northern Europe is the first study of the role of the landed estate as an agent in the shaping of landscapes and societies across northern Europe over the past five centuries. Leading us into the fascinating variations of manorial worlds, the present volume seeks to open the field to include a broader perspective on estate landscapes. Estate - or manorial - landscapes were distinctive elements within the historic landscape and created their own character. Marked by larger scale fields associated with the home or demesne farm as well as a higher proportion of woodland and timber trees the landscapes reflected the scale of the resources available to the landowner and the control they exerted over the local communities. But they also represented the performative aspects of life for the elite, such as their engagement with hunting. While existing works have tended to emphasize the economic and agricultural aspect of estate landscapes, this volume draws out the social, cultural and political impact of manors and estates on landscapes throughout northern Europe. The chapters provide insights into a broad range of histories, such as the social worlds of burghers and nobility in the Dutch Republic, or the relationship between the distribution of land and the agitation for electoral reform in nineteenth-century England. Elsewhere in Scandinavia the impact of the reformation and conquest in Norway is balanced against the continuity of ownership in Sweden, where developing the natural resources for industrial enterprise such as ironworks and sawmills brought in new owners. Estate Landscapes in Northern Europe is the first product of the collaboration of researchers from Norway, Germany, Sweden, the United Kingdom, Denmark, and the Netherlands, joined together in the European Network for Country House and Estate Research (ENCOUNTER).

Book excerpt: From the royal pew of Ivan the Terrible, to Catherine the Great's use of landscape, to the struggles between the Orthodox Church and preservationists in post-Soviet Yaroslavl—across five centuries of Russian history, Russian leaders have used architecture to project unity, identity, and power. Church architecture has inspired national cohesion and justified political control while representing the claims of religion in brick, wood, and stone. The architectural vocabulary of the Soviet state celebrated industrialization, mechanization, and communal life. Buildings and landscapes have expressed utopian urges as well as lofty spiritual goals. Country houses and memorials have encoded their own messages. In Architectures of Russian Identity, James Cracraft and Daniel Rowland gather a group of authors from a wide variety of backgrounds—including history and architectural history, linguistics, literary studies, geography, and political science—to survey the political and symbolic meanings of many different kinds of structures. Fourteen heavily illustrated chapters demonstrate the remarkable fertility of the theme of architecture, broadly defined, for a range of fields dealing with Russia and its surrounding territories. The authors engage key terms in contemporary historiography—identity, nationality, visual culture—and assess the applications of each in Russian contexts.
