The complex design problem is decomposed within the context of a three-level hierarchically integrated system of models. The first and second level models combine to select the links in the distribution system layout. The third level model accomplishes the detailed system design for the layout from the upper level models. Two alternative first level models, a shortest path tree and a nonlinear programming model, are developed to select the minimum cost tree layout. Two second level, complementary 0-1 integer programming models are developed to select the loop-forming links for the minimum cost tree layout. The third level nonlinear programming model optimizes the detailed distribution system design (link diameters, pump capacities, elevated storage heights, and valve resistance) of the resulting network layout with respect to distribution system performance under expected emergency loading conditions (fire demand, broken links, pump outage). This detailed design is performed subject to satisfying steady state conditions, minimum performance levels under normal loading conditions, and maximum budget level. The engineer faced with the design of such a system, or of additions to an existing system, has to select the sizes of its components. Also he has to consider the way in which the operational components, pumps and valves, will be used to supply the required demands with adequate pressures. The network has to perform adequately under varying demand loads, hydraulic and operational conditions. Operational decisions for these loads are essentially part of the design process, since one cannot separate the so-called design decisions, i.e. the sizing of components, from the operational decisions; they are two inseparable parts of one problem. This work has therefore presented a method for optimizing the design of a water distribution network system using pipe diameter as decision variable under the required demand loading and hydraulic conditions. It has been established that increasing the minimum pressure will lead to the reduction in the required pipe diameter which will in turn reduce the cost of installation. The modelling approach developed can be used by engineers and planners to obtain economical pipe sizes for a network designed to serve newly planned layouts.

Although this is a well-known problem, important knowledge gaps are still to be addressed. For example, concepts of robustness largely differ from study to study, robust solutions are generally provided with limited information about their uncertainty, and robust optimisation is difficult to apply as it is a computationally demanding task. The proposed research aims to address the mentioned challenges and focuses on robust optimisation of multiple objectives and multiple sources of probabilistically described uncertainty. This is done by the development of the Robust Optimisation and Probabilistic Analysis of Robustness algorithm (ROPAR), which integrates widely accepted robustness metrics into a single flexible framework. In this thesis, ROPAR is not only tested in benchmark functions, but also in engineering problems related to the water sector, in particular the design of urban drainage and water distribution systems. ROPAR allows for employing practically any existing multi-objective optimisation algorithm as its internal optimisation engine, which enables its applicability to other problems as well. Additionally, ROPAR can be straightforwardly parallelized, allowing for fast availability of results.

This book presents a whole-life cost optimisation model for the rehabilitation of water distribution systems. It combines a pipe breakage number prediction model with a pipe criticality assessment model, which enables the creation of a well-constructed and more tightly constrained optimisation model. The pipe breakage number prediction model combines information on the physical characteristics of the pipes with historical information on breakage and failure rates. A weighted multiple nonlinear regression analysis is applied to describe the condition of different pipe groups. The criticality assessment model combines a pipe’s condition with its hydraulic significance through a modified TOPSIS. This model enables the optimisation to focus its efforts on those important pipes. The whole life cost optimal rehabilitation model is a multiple-objective and multiple-stage model, which provides a suite of rehabilitation decisions that minimise the whole life cost while maximising its long-term performance. The optimisation model is solved using a modified NSGA-II. The utility of the developed models is that it allows decision makers to prioritize their rehabilitation strategy in a proactive and cost-effective manner.

In particular we treat water as a multi-product commodity where the market plays a major role in determining water quality-discriminant pricing and its value to the user. We examine the process of moving from administrative allocation and regulation to privatization of the water industry as the key element in promoting effective competition and in providing economic incentives for greater efficiency. Water quantity and quality, considered independently of each other, have been the subject of numerous studies during the last twenty years. Let us recall briefly the most outstanding among them. A variety of models have been constructed concerning the optimal scheduling and sequence of water-supply projects: dynamic programming for solving multi-bjective functions in water resource development; planning models for coordinating regional water-resource supply and demand, etc. Other studies have devised water-quality management models, including multi-period design of regional or municipal wastewater systems; cost-allocation methods to induce effluent dischargers to participate in regional water systems; models to predict the quality of effluent (in particular, whether it meets certain established standards); models for finding optimal waste-removal policies at each of the polluting sources, and so on.
