Book excerpt: Unternehmen haben längst erkannt, dass sie in Zeiten eines raschen technologischen, wirtschaftlichen und sozialen Wandels zunehmend von einer Ressource abhängig sind: ihren Mitarbeitern. Mit Hilfe erstklassig ausgebildeter und motivierter Mitarbeiter können selbst die ambitioniertesten Geschäftsziele realisiert werden. Wenn aber Motivationsbarrieren wie schlechtes Führungsverhalten oder fehlende Anreize die Leistungsbereitschaft der Beschäftigten mindern, wird es keinem Unternehmen gelingen, den angestrebten Erfolg zu erreichen. Insbesondere im öffentlichen Sektor wird angesichts besorgniserregender Frustrations- und Resignationstendenzen als Folge vielfältiger Qualitätsdefizite bürokratischen Handelns vermehrt über Wege zur Mitarbeiterpartizipation und Leistungsmotivation nachgedacht. Als Impulse zur Implementierung eines grundlegenden Reformkonzeptes für die öffentliche Verwaltung seien etwa das Neue Steuerungsmodell (NSM) und New Public Management (NPM) genannt. Es kristallisiert sich dabei eine elementare Dependenz zwischen Führungsverhalten und Mitarbeitermotivation heraus. Ziel der vorliegenden Arbeit ist es, mit Hilfe einer empirischen Studie den Ist-Zustand der Arbeitszufriedenheit und Leistungsmotivation im öffentlichen Sektor exemplarisch zu ermitteln und auszuwerten. Die Mitarbeiterbefragung zum Thema Motivation wurde in einem Betrieb durchgeführt, in dem mit Beamten, Arbeitern und Angestellten alle Arbeitnehmergruppen vertreten sind. Neben der Mitarbeiterbefragung als Hilfsmittel zur Stimmungserfassung werden die wesentlichen Motivationstheorien abgehandelt. Weiterhin erfolgt die Erläuterung von Elementen einer motivierenden Führungs- und Unternehmenskultur. Als nicht zu unterschätzender Schlüssel für Motivation wird ein gewissenhaftes Gesundheitsmanagement ausgemacht. Aber auch Gefahren, die durch Motivationsbarrieren für die Unternehmen entstehen können, werden aufgezeigt.
