Available in PDF, EPUB and Kindle. Book excerpt: During the 1900s eugenics gained favour as a means of controlling the birth rate among “undesirable” populations in Canada. Though many people were targeted, the coercive sterilization of one group has gone largely unnoticed. An Act of Genocide unpacks long-buried archival evidence to begin documenting the forced sterilization of Aboriginal women in Canada. Grounding this evidence within the context of colonialism, the oppression of women and the denial of Indigenous sovereignty, Karen Stote argues that this coercive sterilization must be considered in relation to the larger goals of Indian policy — to gain access to Indigenous lands and resources while reducing the numbers of those to whom the federal government has obligations. Stote also contends that, in accordance with the original meaning of the term, this sterilization should be understood as an act of genocide, and she explores the ways Canada has managed to avoid this charge. This lucid, engaging book explicitly challenges Canadians to take up their responsibilities as treaty partners, to reconsider their history and to hold their government to account for its treatment of Indigenous peoples.

Available in PDF, EPUB and Kindle. Book excerpt: Investigative journalist Lloyd Tataryn demonstrated that formaldehyde--used so widely in consumer products that it was dubbed "the workhorse chemical"--should be considered a harmful chemical. The formaldehyde controversy began with the plight of the 80,000 Canadian families who filled the walls of their homes with urea formaldehyde foam insulation (UFFI) in the 1960s and '70s. Many soon regretted taking government grants to install the foam: they suffered a host of health problems: respiratory ailments, headaches, nausea and rashes. And an increasing amount of evidence pointed to a link between formaldehyde exposure and cancer. First published in 1983, Formaldehyde on Trial is a startling study of how our technologically advanced "chemical society" remains backwards when it comes to protecting the public health.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

Available in PDF, EPUB and Kindle. Book excerpt: The contributors include prominent specialists in medical, military, and labour history, who provide valuable examinations of such issues as the ideological origins of the welfare state, the experience of the Canadian Army Medical Corps during the First World War, and the development of neuropsychology during the Second World War. Several essays are particularly relevant to contemporary concerns. A history of sexually transmitted diseases (STDs) in Canada, extended to include present-day research, reveals underlying flaws in the approach to STDs taken by Canadian governments and the medical establishment. The comparative development of health insurance in Canada and the United States is discussed in another essay. Other authors provide a historical and critical review of a key assumption of Canadian Medicare: that universal first-dollar coverage will enhance equity in the use of health services and in health status. In addition to David Naylor, who writes the Introduction, the contributors are Robin F. Badgley, Jay Cassel, Terry Copp, Raisa B. Deber, Colin D. Howell, Stephen J. Kunitz, Desmond Morton, Eugene Vayda, Samuel Wolfe, and Judith Young.

Available in PDF, EPUB and Kindle. Book excerpt: As almost all newspaper or magazine readers know, Canada figured prominently in the turbulent U.S. debates over health care reform in the early Clinton presidency. Furthermore, future news analysts and policymakers will undoubtedly again use Canada to cite the "good" and the "bad" aspects of single-payer national health insurance. Beyond the debate about the desirability of Canadian-style health care reforms, Antonia Maioni sees another question: Why did the United States and Canada, alike in so many ways, part "at the crossroads" to produce such different systems of health insurance? She answers this previously neglected query so interestingly that her book will hold the attention of anyone concerned with health care in either country or both. The author explores the development of health insurance in the United States and Canada, from the emergence of health care as a political issue in the 1930s to the passage of federal health insurance legislation in the 1960s. Focusing on how political institutions influence policy development, she shows that Canada's federal structure and its parliamentary institutions encouraged a social-democratic third party that became pivotal in demonstrating the feasibility of universal, public health insurance. Meanwhile, the constraints of the U.S. political system forced health care reformers to temper their own ideas to appeal to a wide coalition within the Democratic party. Even readers previously unfamiliar with Canadian politics will find in this book important clues about the "realm of the possible" in the uncertain future of U.S. health care.
