Book excerpt: Representatives from 26 educational, community, and governmental groups attended a national symposium in January 1990 sponsored by the American Association of Colleges for Teacher Education (AACTE). The position paper presented here was developed at this symposium. It examines the growing population of students from different ethnic and racial backgrounds and holds that teacher preparation programs need to be restructured in order that all teachers, whether majority or minority, may be adequately prepared to provide quality education to all students. In order to nurture a culturally informed teaching force, preservice teachers must be prepared more effectively to teach students from diverse backgrounds. The "Next Level" initiative requires policy and programmatic changes to incorporate diversity throughout teacher education programs. The paper discusses why the initiative is necessary; who should be involved; and how it should be implemented. (LL)

Over the next decade, there will be an increasing demand for new teachers-about two million-due in part to a dramatic increase in enrollments and high attrition rates as an aging teacher workforce becomes eligible for retirement. Where these teachers will come from and where they will teach is important to understand as our society faces increasing racial, ethnic, and linguistic diversity. Amid this diversity is a continuing concern that some racial-ethnic groups are disproportionately placed at risk. Thus, this article focuses on the supply and demand patterns of minority teachers, with special attention to teachers of students in high-risk districts. The authors analyze data on teachers from Texas between 1979 and 1996. They provide a variety of descriptive results-both univariate and multivariate-showing that while Texas has been successful in attracting minority teachers, it has a long way to go in attaining the goal of the Texas State Board of Education: to have a teacher workforce that reflects the racial-ethnic composition of the state.

Researchers investigated what defined at-risk districts; how those districts differed from those not at risk; and what was known about the likely future demand and supply of minority teachers. Information came from a longitudinal data file on public school teachers in Texas from 1979-1996 obtained from the Texas Education Agency. Results indicate that three-quarters of all Texas full-time teachers are non-Hispanic White, whereas the student body is over half minority. Texas has done well in attracting minorities to teaching using many sources. Recently, minorities have accounted for 26 percent of new teacher cohorts. Alternative teacher certification programs are a rich source of minority teachers. Future supply looks less promising, with decreasing numbers of teachers in the pipeline and the mandated teacher entry and certification tests proving a bigger hurdle for minority than white candidates. Results suggest that minority teachers display a greater sensitivity to pay and working conditions. This report's five chapters are: (1) "Introduction"; (2) "Students and Teachers in At-Risk Settings"; (3) "Components of Teacher Supply"; (4) "Components of Teacher Demand"; and (5) "Conclusions and Policy Implications." The two appendixes present resources and working conditions in low-, medium-, and high-risk districts and results of multivariate models based on teacher characteristics, 1980-81 to 1995-96. Book excerpt: In response to a questionnaire, school districts that are members of the Council of the Great City Schools (n=40) supplied information about their immediate and anticipated demand for teachers, recruitment strategies, and efforts to encourage diversity in the teacher workforce. Cities surveyed were from across the country. Colleges from the Great City Colleges of Education (n=45) provided information about their teacher preparation programs, subject areas of greatest interest to students, supports available to teacher preparation students, programs for nontraditional prospective teachers, and incentives and accommodations to attract applicants for high-need teaching areas. Responses make it clear that the nation's largest city school districts are experiencing real teacher shortages in specific subject fields, across all grade levels, and in the ranks of minority teachers. Shortages are most severe in special education, science, and mathematics, and an end to these shortages in the near future is not probable. Districts are using a variety of strategies to attract teacher candidates, and many districts have introduced induction programs to support, assist, and retain new teachers. The city colleges of education are also expanding efforts to address the urban teacher shortage, but teacher education students are still flocking to the oversubscribed programs, making it anyone's guess where well-prepared teachers will be found for the high-demand areas. Appendixes list teachers in immediate demand by districts, recruitment strategies by district, and facts about the Great City school districts and Colleges of Education. (SLD)
