Book excerpt: Minority Language Promotion, Protection and Regulation blends a discussion of the role of official language strategies with an analysis as to how both strategies and legislation are implemented in a variety of contexts ranging from Catalonia, The Basque Country, Finland, Ireland and Wales to Canada at both federal and provincial level. It is an authoritative guide and reference volume which tracks recent influences on official language strategy from a legislative, political, social and economic perspective. As both activist and critic, Colin Williams provides a fresh and challenging interpretation of the manner in which formally discriminated language minorities are now grappling with the exercise of power and responsibility for language –related developments within education, the media, local government and the community. The author poses difficult questions for the wielders of power and decision-makers whose official pronouncements invariably support linguistic diversity but whose policy priorities and fiscal approach tends to undercut the capacity of vibrant communities and civil servants to deliver ambitious programmes of reform in support of minority languages.

Book excerpt: The European Community has pledged respect for the cultural and linguistic diversity of its Member States and has recognized minority languages as an inherent constituent in this regard. This development reflects a broader trend within the Community towards grappling with less obvious aspects of supranational governance. Minority language groups turn optimistically to `Europe' in response. But, despite rhetorical promises, just what can the EC actually be expected to do in the realm of minority language protection, a politically sensitive and traditionally domestic concern? Arguments put forward to date focus primarily on philosophical, moral, economic, and political discourse. While these considerations are a vital aspect of the debate on minority languages and on linguistic diversity more generally, the question of legal basis remains largely unanswered. For the first time, this book traces comprehensively the existence of an appropriate legal basis for action undertaken by the EC in this domain, striving in particular to locate a pragmatic yet effective balance between legitimate possibility and acceptable limitations.

Book excerpt: This open access book presents a discussion on human rights-based attributes for each article pertinent to the substantive rights of children, as defined in the United Nations Convention on the Rights of the Child (UNCRC). It provides the reader with a unique and clear overview of the scope and core content of the articles, together with an analysis of the latest jurisprudence of the UN Committee on the Rights of the Child. For each article of the UNCRC, the authors explore the nature and scope of corresponding State obligations, and identify the main features that need to be taken into consideration when assessing a State’s progressive implementation of the UNCRC. This analysis considers which aspects of a given right are most important to track, in order to monitor States' implementation of any given right, and whether there is any resultant change in the lives of children. This approach transforms the narrative of legal international standards concerning a given right into a set of characteristics that ensure no aspect of said right is overlooked. The book develops a clear and comprehensive understanding of the UNCRC that can be used as an introduction to the rights and principles it contains, and to identify directions for future policy and strategy development in compliance with the UNCRC. As such, it offers an invaluable reference guide for researchers and students in the field of childhood and children’s rights studies, as well as a wide range of professionals and organisations concerned with the subject.

Book excerpt: This book presents research on the situation minority language schoolchildren face when they need to learn languages of international communication, in particular English. The book takes minority languages as a starting point and it bridges local and global perspectives in the analysis of multilingual education contexts. It examines the interaction of minority languages and cultures, majority languages and lingua franca-s in a variety of settings across different regions and countries on all continents. Even though all chapters in this book involve minority languages, the issues discussed are relevant to any context in which more than language is used in education. The book reveals challenges and opportunities of multilingual education by discussing issues such as Northern and Southern concepts, language education policies, language diversity, interethnic understanding, multimodal language practices, power, conflict, identity and prestige, among many others. “This is the volume that finally accounts for multilingual education from a truly multilingual perspective by involving proposals and research from a variety of multilingual speech communities in the world. The (linguistically) rich Ethiopia and Mexico can teach the poor Europe and other Northern countries about multilingual education. CLIL promoters may learn from Finnish Sámi and Canadian Innu and Mi’gmaq indigenous communities as well as from Basque results. Speakers and teachers of minority and international languages will certainly be glad to hear the news. There is no need for a monolingual bias or tunnel vision in acquiring English in non-English speaking communities. This volume includes new challenging pedagogical perspectives while pointing to interesting conclusions for worldwide educational authorities”. Through the efforts of its committee of independent experts and of the Committee of Ministers of the Council of Europe, it has become over the years a living instrument with considerable practical implications. Areas in which progress has been made and those in which access is still limited are identified. It is argued that a continuing federal role is necessary to help remove remaining barriers for minority language citizens. Recommendations are made for coordinating government involvement in the process of assuring equal access. The texts of 18 judicial decisions bearing on access are appended. (RW)

Available in PDF, EPUB and Kindle. Book excerpt: Issues of language planning and minority nationalism or «micronationalism» are becoming increasingly important in a globalized world. Yet minority language planning in Italy and its relation to minority nationalism has so far attracted relatively limited academic attention, despite the particularly interesting changes that have taken place since Law 482 on the protection of minority languages was passed in 1999. This book presents the situation in Italy in three case studies and compares them with similar cases in Spain: Friulian (compared with Galician), Cimbrian (compared with Aranese) and Western Lombard (compared with Asturian). Analysis of these case studies is preceded by a clear and thorough introduction to terminology, legislation in the two countries, nationalism, the discipline of language planning and bilingual education, both in general terms and with specific reference to the Italian and Spanish cases. This first part introduces and defines the crucial distinction between minority and regional languages, between macro and micronationalism, both in their conservative and progressive strands, and between majority and minority language planning, among other things.
