Yet the Philippines is also a country highly prone to a variety of natural hazards that have the ability to interact adversely with mining’s potential for environmental degradation. Thus there are great dangers inherent in pursuing such a development paradigm: earthquakes can destabilize tailings storage facilities, typhoons can flood tailings ponds, and mine-pit dewatering can enhance the competition for groundwater resources during droughts. This study explores how these hazards amplify the environmental harm prevalent in mining, and reveals the substantial threat posed to the livelihoods of the archipelago’s poor, as well as the inadequacies of the very institutions designed to protect their environment.

Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Yet conflicts surrounding mining development and indigenous peoples continue to challenge policy-makers. This book gets to the heart of resource conflicts and environmental impact assessment by asking why indigenous communities support environmental causes in some cases of mining development but not in others. Saleem Ali examines environmental conflicts between mining companies and indigenous communities and with rare objectivity offers a comparative study of the factors leading to those conflicts. Mining, the Environment, and Indigenous Development Conflicts presents four cases from the United States and Canada: the Navajos and Hopis with Peabody Coal in Arizona; the Chippewas with the Crandon Mine proposal in Wisconsin; the Chipewyan Inuits, DŽnŽ and Cree with Cameco in Saskatchewan; and the Innu and Inuits with Inco in Labrador. These cases exemplify different historical relationships with government and industry and provide an instance of high and low levels of Native resistance in each country. Through these cases, Ali analyzes why and under what circumstances tribes agree to negotiated mining agreements on their lands, and why some negotiations are successful and others not. Ali challenges conventional theories of conflict based on economic or environmental cost-benefit analysis, which do not fully capture the dynamics of resistance. He proposes that the underlying issue has less to do with environmental concerns than with sovereignty, which often complicates relationships between tribes and environmental organizations. Activist groups, he observes, fail to understand such tribal concerns and often have problems working with tribes on issues where they may presume a common environmental interest. This book goes beyond popular perceptions of environmentalism to provide a detailed picture of how and when the concerns of industry, society, and tribal governments may converge and when they conflict. As demands for domestic energy exploration increase, it offers clear guidance for such endeavors when native lands are involved.

Fought by a heroic woman struggling to save her tiny community through a landmark lawsuit, this battle, which led all the way to the halls of Congress, has implications for environmentally conscious people across the world. The story begins with Patricia Bragg in the tiny community of Pie. When a deep mine drained her neighbors' wells, Bragg heeded her grandmother's admonition to "fight for what you believe in" and led the battle to save their drinking water. Though she and her friends quickly convinced state mining officials to force the coal company to provide new wells, Bragg's fight had only just begun. Soon large-scale mining began on the mountains behind her beloved hollow. Fearing what the blasting off of mountaintops would do to the humble homes below, she joined a lawsuit being pursued by attorney Joe Lovett, the first case he had ever handled. In the case against the U.S. Army Corps of Engineers (Bragg v. Robertson), federal judge Charles Haden II shocked the coal industry by granting victory to Joe Lovett and Patricia Bragg and temporarily halting the practice of mountaintop removal. While Lovett battled in court, Bragg sought other ways to protect the resources and safety of coalfield communities, all the while recognizing that coal mining was the lifeblood of her community, even of her own family (her husband is a disabled miner). The years of Bragg v. Robertson bitterly divided the coalfields and left many bewildered by the legal wrangling. One of the state's largest mines shut down because of the case, leaving hardworking miners out of work, at least temporarily. Despite hurtful words from members of her church, Patricia Bragg battled on, making the two-hour trek to the legislature in Charleston, over and over, to ask for better controls on mine blasting. There Bragg and her friends won support from delegate Arley Johnson, himself a survivor of one of the coalfield's greatest disasters.
