Book excerpt: This publication provides joint doctrine for the military response to mitigate the effects of a chemical, biological, radiological, or nuclear event or incident. Chemical, biological, radiological, and nuclear consequence management (CBRN CM) can be described as the overarching United States Government (USG) capability and the strategic national direction, to prepare for, respond to, and recover from the effects of a chemical, biological, radiological, and nuclear (CBRN) incident at home or abroad, and whether or not it is attributed to an attack using weapons of mass destruction (WMD). When required, the USG will coordinate its response to a CBRN incident in one of three ways based on the geopolitical situation. The Department of Homeland Security (DHS) is the USG lead agency for incident management that would include a domestic CBRN incident. Overseas, excluding homeland areas, the Department of State (DOS) is the USG lead for what is termed foreign consequence management (FCM). The geographic scope of the domestic CBRN response is associated with the US homeland. Generally, when tasked, Department of Defense (DOD) is a supporting agency, coordinating agency, or cooperating agency in support of DHS within the National Response Framework (NRF) and National Incident Management System (NIMS). A response could take place in a permissive or uncertain foreign operational environment. Requests for FCM originate from an affected nation through DOS. The military situation is when CBRN incidents occur requiring DOD to lead the USG response effort due to the lack of DOS and/or sufficient affected nation 'federal' presence as a result of military operations or for a CBRN incident on a DOD installation. CBRN CM provides the operational framework for those authorized measures DOD takes in preparation for anticipated CBRN incidents to mitigate the loss of life and property and to assist with the response and short-term recovery that may be required. This includes having plans, policies, procedures, training, and equipment necessary to effectively respond to CBRN incidents. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States.

The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

FHA operations (including FDR operations) are normally conducted in support of the United States Agency for International Development (USAID) or the Department of State (DOS). FHA provided by US forces is limited in scope and duration; designed to supplement or complement the efforts of the host nation (HN) that has the primary responsibility for providing that assistance; and may support other USG departments or agencies. Although US military forces are organized, trained, and equipped to conduct military operations that defend and protect US national interests, their inherent, unique capabilities may be used to conduct FHA activities.

To accomplish this objective, the CBDP must maintain robust science and technology capabilities to support the research, development, testing, and evaluation required for the creation and validation of the products the program supplies. The threat from chemical and biological attack evolves due to the changing nature of conflict and rapid advances in science and technology (S&T), so the core S&T capabilities that must be maintained by the CBDP must also continue to evolve. In order to address the challenges facing the DoD, the Deputy Assistant Secretary of Defense (DASD) for Chemical and Biological Defense (CBD) asked the National Research Council (NRC) to conduct a study to identify the core capabilities in S&T that must be supported by the program. The NRC Committee on Determining Core Capabilities in Chemical and Biological Defense Research and Development examined the capabilities necessary for the chemical and biological defense S&T program in the context of the threat and of the program's stated mission and priorities. Determining Core Capabilities in Chemical and Biological Defense Science and Technology contains the committee's findings and recommendations. It is intended to assist the DASD CBD in determining the best strategy for acquiring, developing, and/or maintaining the needed capabilities.

Today, the Army is not adequately structured for stability and support operations (SASO) or homeland security (HLS) requirements, two mission areas of increasing importance. The post-Cold War frequency of conflict finds the U.S. military conducting an increased number of missions to maintain or reestablish order and promote stability at the same time the threat of international terrorism and attacks on the U.S. homeland continues. Advances in technology and joint warfighting have reduced the number of troops with the appropriate skill sets available in theater to transition to post conflict reconstruction. Additionally, the requirement to respond to multiple and simultaneous weapons of mass destruction (WMD) events and consequence management missions at home have not been accurately determined. The Army must create a force that enables a rapid transition from conflict to post conflict reconstruction to set the conditions for strategic success, as well as maximize Army capability to respond when needed in support of lead federal agencies for consequence management. The capabilities and skills required to address these missions are identical enough in nature to recommend one solution to address both needs.

These events can quickly overwhelm the infrastructure and capability of the responders, especially in countries that do not have the specialized resources for response like those available in the United States. When a CBRNE incident occurs in a partner nation or other foreign country, the U.S. is often called upon to provide assistance. Interoperability - the ability to work together - among U.S. agencies, foreign governments, and responders involved in the effort is key to an efficient response. The effectiveness of the U.S. response and approach to CBRNE events in partner nations depends on the capability of the U.S. government to provide timely and appropriate assistance and the resilience of the partner nation to a CBRNE event. An All-of-Government Approach to Increase Resilience for International Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Events is the summary of a workshop convened in June 2013 by the National Institute of Standards and Technology and the National Research Council to discuss ways to strengthen the U.S. ability to prepare for and respond to CBRNE events that occur in U.S. partner nations. The workshop brought together diverse experts and stakeholders to identify capabilities that are necessary for responding to an international CBRNE event; discuss best practices and resources needed for improved interoperability of the U.S. and partner nation during response to a CBRNE event; and identify key questions that need to be addressed in follow up activities focused on improving U.S. CBRNE response in partner nations.

"Defense's Nuclear Agency, 1947-1997" traces the development of the Armed Forces Special Weapons Project (AFSWP), and its descendant government organizations, from its original founding in 1947 to 1997. After the disestablishment of the Manhattan Engineering District (MED) in 1947, AFSWP was formed to provide military training in nuclear weapons' operations. Over the years, its sequential descendant organizations have been the Defense Atomic Support Agency (DASA) from 1959 to 1971, the Defense Nuclear Agency (DNA) from 1971 to 1996, and the Defense Special Weapons Agency (DSWA) from 1996 to 1998. In 1998, DSWA, the On-Site Inspection Agency, the Defense Technology Security Administration, and selected elements of the Office of Secretary of Defense were combined to form the Defense Threat Reduction Agency (DTRA).
