Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. Overseas bases, Cooley shows, are not merely installations that serve a military purpose. For host governments and citizens, U.S. bases are also concrete institutions and embodiments of U.S. power, identity, and diplomacy. Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Alfred Stepan, one of the best-known analysts of the military in politics, examines some of the reasons for this neglect and takes a new look at themes raised in his earlier work on the state, the breakdown of democracy, and the military. The reader of this book will gain a fresh understanding of new democracies and democratic movements throughout the world and their attempts to understand and control the military. An earlier version of this book has been a controversial best seller in Brazil. To examine the Brazilian case, the author uses a variety of new archival material and interviews, with comparative data from Argentina, Uruguay, Chile, and Spain. Brazilian military leaders had consolidated their hold on governmental power by strengthening the military-crafted intelligence services, but they eventually found these same intelligence systems to be a formidable threat. Professor Stepan explains how redemocratization occurred as the military reached into the civil sector for allies in its struggle against the growing influence of the intelligence community. He also explores dissension within the military and the continuing conflicts between the military and the civilian government.

Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuador’s army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the state’s security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.

In The Power Triangle, Hazem Kandil attributes the different outcomes to the power struggle between the political, military, and security institutions. Coups establish a division of labor, with one group of officers running government, another overseeing the military, and a third handling security. But their interests begin to vary as each group identifies with its own institution. Politicians wish to rule indefinitely; military officers prefer to return to barracks after implementing the needed reforms; and security men scramble to maintain the privileges they acquired in the post-coup emergency. Driven by conflicting agendas, these partners in domination struggle over regime control. Using comparative historical sociology, Kandil demonstrates how regimes are constantly shaped and reshaped through the recurrent clashes and shifting alliances between the team of rivals in this "power triangle." The Power Triangle's realist approach to regime change shows that a clear explanation of pivotal events in Iran, Turkey, and Egypt is impossible without a firm grasp of the power relations within each country's ruling bloc.

Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre.
