The most recent example of U.S. troops deployed to Kosovo in support of Operation Joint Guardian demonstrates that there is not a pre-determined end state for the withdrawal of U.S. forces from the region. Military forces play a vital role by performing security tasks, to include humanitarian assistance, and conducting information operations and civil affairs functions. Lessons have been learned in Kosovo concerning the proper sequence of establishing law and order, coordinating interagency activities, implementing an interim government, and embedding the media. Certain operational measures of effectiveness can be used to determine when each phase of the operation is complete in order to determine when the conditions are established for the transfer of control from military to civilian authorities.

The transition between two types of peace operations, peace-enforcement and peacekeeping, represents an operational shift that has strategic implications. Anticipating the optimum point at which to make this transition presents the regional CINC with a significant operational challenge. A potential approach to developing reliable measures of effectiveness with which the CINC can assess operational progress and anticipate this transition is to link them to broad, enduring concepts such as the variables of peace operations (force, consent, and impartiality), the six principles of miLitary operations other than war (objective, restraint, legitimacy, unity of effort, security1 and perseverance), and selected operational concepts (center of gravity and culminating point of attack). The 1965 U.S. intervention in the Dominican Republic included a successful transition from peace-enforcement to peacekeeping. Although formal peace operations doctrine was relatively immature, attention to the aforementioned broad, enduring concepts proved effective during the operation and provided a useful focus for developing measures of effectiveness with which to assess operational progress and anticipate the operational shift from peace-enforcement to peacekeeping. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.

Book excerpt: Peacekeeping in the late 1990s is a complex and diverse task, in which civilian and military personnel are working together to a greater degree than ever before. However, when an international body such as the UN takes strategic decisions, it does so with inadequate input from the military; in the field, there are clashes of culture, confusion over command and control arrangements and insufficient operational coordination. These issues also affect regional organisations such as NATO. The awkward management of operations and their uneven level of achievement have contributed to a decline in the number of UN peacekeeping operations since 1994. This paper argues that the balance between civilian and military expertise and advice at all levels of a peacekeeping mission – strategic, tactical and operational – needs to be reappraised. At the strategic level: * mandates must be clear, and must respond both to the needs of the situation and to the resources available * there must be regular dialogue between all the principal players, military and civilian; the military-staff capacity at UN headquarters should be made more effective, and should be responsible to the Security Council * major troop-contributing countries should be systematically involved in determining mandates, as well as in reviewing operational plans * senior military officers from all large troop-contributing countries should be based at a mission’s field headquarters. At the operational level: * the office of the Special Representative of the Secretary-General – the head of a UN peacekeeping mission – should be strengthened. In non-UN operations, the authority of the High Representative needs to be increased * a cadre of civilian officials with peacekeeping experience needs to be developed; standard operating procedures for the civilian head of a mission to follow when dealing with the military need to be developed * greater emphasis should be placed on the ‘softer’ aspects of military science – managing resources, civilian control and human rights * the reluctance of civilians and non-governmental organisations to engage with the military should be addressed. Much experience has been gained from the peacekeeping operations of the 1990s, but both military and civilian participants must make considerably more progress before they can be said to have forged a partnership that makes them an effective intervention force

Book excerpt: Pursuant to a congressional request, GAO reviewed U.S participation in the Multinational Force and Observers (MFO), focusing on: (1) U.S. contributions to MFO and measures taken to reduce MFO costs; (2) the operational impacts of U.S. participation in MFO; (3) the Department of State's oversight of U.S. participation in MFO; and (4) views of MFO performance and lessons learned. GAO found that: (1) the United States provides one-third of MFO operating expenses and the largest military contingent; (2) while U.S. annual assessments of MFO operating costs have steadily declined since 1989, the Department of Defense's (DOD) costs have increased, mainly due to salary increases; (3) Army operations have been impacted by the cumulative effects of DOD contingency efforts, but opportunities may exist to reduce the impact by reducing the number of logistical troops and using reserve forces; (4) despite MFO operational success and its ability to reduce certain costs, State needs to improve its oversight of U.S. participation in MFO because of inadequate internal controls and auditing procedures and the quality of its reporting to Congress; and (5) State and international officials view MFO as an operationally effective peacekeeping operation that has helped sustain peace between Egypt and Israel since 1982, while DOD views MFO as a limited operation that is not applicable to more hostile peacekeeping environments.

In addition to traditional peacekeeping to monitor cease-fires and truces, the Army is now involved in activities such as peace enforcement and the reconstruction of failed states. While the Army has wellestablished procedures for traditional peacekeeping, it clearly has much to analyze and learn about these new types of multinational peace operations. As part of this process, the Strategic Studies Institute and the U.S. Army Peacekeeping Institute sponsored two roundtables at the Army War College in 1993. Both brought together diverse experts from within and outside the government, and sought to clarify key questions and problems rather than provide definitive answers. To encourage frank and open discussion, the roundtables operated on a nonattribution basis. The first roundtable examined grand strategy and foreign policy. It dealt with issues such as the future of the United Nations and U.S. objectives in Third World conflict. The second was at the level of military strategy and operations, focusing on the concerns of regional combatant commands and U.S. components in multinational forces. This is the report of the second roundtable. This report is not a verbatim transcript of discussion at the roundtable, but an attempt to capture the essence of the debate and identify core issues which emerged. The Strategic Studies Institute is pleased to offer this report as a contribution to the ongoing analysis of the Army role in multinational peace operations.

Book excerpt: The 110th Congress may well face several decisions regarding the preparation of U.S. military forces for stability missions, a major subset of which is peace operations. A November 28, 2005, Department of Defense (DOD) directive that designates stability operations as "core missions" of the U.S. military marks a major shift in attitudes regarding peacekeeping and related stability operations (also known as stabilization and reconstruction operations). Since then, DOD has worked to define specific changes that must be made to better accomplish such missions, some of which the U.S. military could implement on its own, while others would require Congressional approval. For well over a decade, some Members of Congress expressed reservations about U.S. military involvement in peacekeeping operations. The Bush Administration initially opposed such missions and took steps to reduce the commitment of U.S. troops to international peacekeeping. This action reflected a major concern of the 1990s: that peacekeeping duties had overtaxed the shrinking U.S. military force and were detrimental to military "readiness" (i.e., the ability of U.S. troops to defend the nation). Many perceived these tasks as an inefficient use of U.S. forces, better left to other nations while the U.S. military concentrated on operations requiring high-intensity combat skills. Others thought that the United States should adjust force size and structure to accommodate the missions.
