It begins with an overview of what military innovation encompasses, summarizing the overall innovation concept, key points of cost, risk and intent. It then addresses historical case studies from a pre-World War I France and a pre-Vietnam War America, observing that while much has been learned about innovation through the use of lessons learned, far less is known about how to correctly innovate across the spectrum of conflict while in a fiscally constrained environment. Military innovation is applied incorrectly when it simply focuses on innovation to either react to short-term crisis within persistent disorder, or in support of a grand plans to counter long-term strategic technological challenges presented by contested norms, it must instead adapt to a new norm and a new strategy."--Abstract.
