Available in PDF, EPUB and Kindle. Book excerpt: Reviews the readiness of DoD prepositioning programs by which military stores, or prepositions, reserves of military equipment and supplies would be located near potential conflict areas. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought to the conflict area. This report examines (1) the basis for the program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. Focuses on the Army and the AF programs because of concerns about the condition and mgmt. of their stocks.

Book excerpt: The DoD prepositions equipment to help ensure combat-ready forces receive equipment in days rather than the weeks it would take if it had to be moved from the U.S. to their location. Prepositioned stocks may also support activities incl. disaster relief and humanitarian assistance. This report assessed the extent to which DoD has: (1) met the six reporting requirements in the annual report to Congress on its prepositioned stocks, and whether additional information may be needed; (2) developed effective departmentwide guidance on prepositioned stocks to achieve national military objectives; and (3) organized effectively to provide joint oversight over its prepositioning programs and achieve efficiencies. Book excerpt: The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.

Book excerpt: This Congressional Budget Office study, prepared at the request of the Readiness Subcommittee of the House Committee on Armed Services, looks at the technical, operational, and cost issues associated with alternative transportation systems that DoD might develop and procure to reduce the time needed to deploy forces. The Department of Defense (DoD) is pursuing a variety of initiatives designed to reduce the time necessary to deploy combat forces around the world, including ongoing production of C-17 transport aircraft by the Air Force, development of concepts for the sea basing of military forces by the Navy and Marine Corps, and development of lighter, more easily transportable combat vehicles by the Army as part of its Future Combat Systems program. The study compares the advantages, disadvantages, and costs of six transportation alternatives: four that would use existing technologies and two that would develop more-advanced systems.

Book excerpt: This manual establishes the doctrinal framework for the Army prepositioned stocks (APS) program. It describes the missions, duties, and responsibilities of all parties involved in moving APS to an operational area and handing it off to designated Army units. This manual supersedes Field Manual (FM) 100-17-1 and FM 100-17-2.The changing world environment has led to significant changes in how the Army structures its forces. No single solution will succeed when confronting an adaptive adversary. The Army must retain a wide range of capabilities while significantly improving its agility and versatility. Building a joint and expeditionary Army will require versatile forces that can execute smaller, shorter duration operations without degrading its traditional role in a major combat operation. At the core of this philosophy is having the ability to rapidly project predominately continental United States (CONUS)-based forces to an area of operations (AO), requiring the involvement of numerous military Services, agencies, departments, and organizations. Its credibility depends on the capability to deploy, in a timely manner, an appropriate military force capable of accomplishing the mission. The APS program is a cornerstone of the Army's ability to rapidly project power. The Army has dedicated significant priorities and resources to ensure the readiness and availability of APS. APS has become a significant deterrent for potential enemies in recent contingencies. These stocks-identified as APS-1 (CONUS), APS-2 (Europe), APS-3 (Afloat), APS-4 (Northeast Asia), and APS-5 (Southwest Asia)-are available to support all combatant commanders' (CCDR) missions, not only in contingencies, but also for major exercises.

Available in PDF, EPUB and Kindle. Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
