Book excerpt: The World Bank insists that the urban share of sub-Saharan Africa's population is rapidly increasing - this study shows that in many countries this is no longer true as migration strategies have adapted in response to economic andpolitical change. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London. She works in the broad research field of urbanization and migration in sub-Saharan Africa, particularly southern Africa and has conducted research on these themes in Harare in Zimbabwe since 1985. Book excerpt: Migrant remittances are now recognised as an important source of global development finance and there is increasing evidence that international remittances have considerable developmental impacts. The contribution of remittances to GDP in many developing countries is significant and has shown a steady increase over the past decade. However, while there is a consensus that remittance flows to Africa are increasing, little attention has been paid to the impact of these transfers on poverty alleviation, primarily because of data deficiencies at the household level. Despite their obvious magnitude, accurate data on remittance flows to Zimbabwe is unavailable or inaccessible. In an attempt to address such data deficiencies, SAMP devised the household-level Migration and Remittances Survey (MARS) which was administered in several SADC countries, including Zimbabwe. The MARS study was implemented in Zimbabwe in 2005 and surveyed 723 urban and rural households.

Amongst those who came to the UK, 97% had a qualification of which 43% had a degree or post-graduate qualification. 48% of migrants cited the economic situation or employment as the main reason for leaving Zimbabwe and 26% gave political reasons as the main reason. Two thirds would definitely like to return to Zimbabwe, depending on improvements in political and economic situation; 21% might like to return. Only 12% definitely did not want to return. When asked if they wanted to participate in development related activities in Zimbabwe, 73% of the respondents said they would be interested in a skills transfer programme.

Book excerpt: International treaties, conventions, and organizations to protect refugees were established in the aftermath of World War II to protect people escaping targeted persecution by their own governments. However, the nature of cross-border displacement has transformed dramatically since then. Such threats as environmental change, food insecurity, and generalized violence force massive numbers of people to flee states that are unable or unwilling to ensure their basic rights, as do conditions in failed and fragile states that make possible human rights deprivations. Because these reasons do not meet the legal understanding of persecution, the victims of these circumstances are not usually recognized as “refugees,” preventing current institutions from ensuring their protection. In this book, Alexander Betts develops the concept of “survival migration” to highlight the crisis in which these people find themselves. Examining flight from three of the most fragile states in Africa—Zimbabwe, the Democratic Republic of Congo, and Somalia—Betts explains variation in institutional responses across the neighboring host states. There is massive inconsistency. Some survival migrants are offered asylum as refugees; others are rounded up, detained, and deported, often in brutal conditions. The inadequacies of the current refugee regime are a disaster for human rights and gravely threaten international security. In Survival Migration, Betts outlines these failings, illustrates the enormous human suffering that results, and argues strongly for an expansion of protected categories.
