Book excerpt: This paper analyses the impact of government tax and subsidy policy on immigration of human capital and the effect of such immigration on growth and incomes. In the context of a two-country endogenous growth model with heterogeneous agents and human capital accumulation, we argue that human capital flight or “brain drain” arising out of wage differentials, say because of differences in income tax rates or technology, can bring about a reduction in the steady state growth rate of the country of emigration. Additionally, permanent difference in the growth rates as well as incomes between the two countries can occur making convergence unlikely. While in a closed economy, tax-financed increases in subsidy to education can have a positive effect on growth, such a policy can have a negative effect on growth when human capital flight is taking place. Since subsidizing higher education is more likely to induce substantial brain drain, it is likely to be inferior to subsidy to lower levels of education if growth is to be increased.

Book excerpt: Migration shapes the lives of those who move and transforms the geographies and economies of their points of departure and destinations alike. The water sector, and the availability of water itself, implicitly and explicitly shape migration flows. Ebb and Flow: Volume 1. Water, Migration, and Development presents new global evidence to advance our understanding of how fluctuations in water availability, as induced by rainfall shocks, influence internal migration, and hence regional development. It finds that cumulative water deficits result in five times as much migration as water excess does. But there are important nuances in why and when these events lead to migration. Where there is extreme poverty and migration is costly, water deficits are more likely to trap people than induce them to migrate. Water shocks can also influence who migrates. Workers leaving regions because of water deficits are often less advantaged than typical migrants and bring with them lower skills, raising important implications for the migrants themselves and receiving regions. Cities are the destination of most internal migrants, but even here, water scarcity can haunt them. Water shortages in urban areas, which lead to so-called day zero events, can significantly slow urban growth and compound the vulnerability of migrants. No single policy can be completely effective at protecting people and their assets from water shocks. Instead, the report puts forth a menu of overlapping and complementary policy options that target both people and places to improve livelihoods and turn water-induced crises into opportunities for growth. A key message is that policies that focus on reducing the impacts of water shocks must be complemented by strategies that broaden opportunities and build the longterm resilience of communities. Doing so will give individuals more agency to determine the best outcome for themselves and to thrive wherever they may choose to locate.

Those who had abolished the progymnasmata education system had now reinstated some lower levels of its simpler exercises, ensuring continuing human domestication and maintaining a human capital in explicit knowledge. Thus, child labor remains a national-level program for formation of national employee human capital. In dynastic China, emperors had wholly owned the people''s human capital, and both stabilized and assessed it through local customary registries. In India, sacred rivers were themselves entities containing the culture''s externalized symbology. The International Sanitary Conferences confirmed already-developing European national rules into an international order of human capital medicalization, disguised as human development. The public parties to a "fit and proper" assessment are said to be the court and an ellipsis of members of the public, without the public ever actually participating in the assessment. Thus, human capital in a profession is created in a national professional class purely by the authority of differentiation.

Book excerpt: This study provides empirical evidence that trade increases on-the-job human capital accumulation by estimating the effect of home country openness on estimated returns to home country experience of U.S. immigrants. The positive effect of trade on on-the-job human capital accumulation remains significant when controlling for GDP, educational attainment, and institutional quality. It is not the result of self-selection, heterogeneity in returns to experience, English-speaking origin, or cultural background. The effect persists when restricting the sample to non-OECD countries, thereby resolving the theoretical ambiguity of whether trade increases or decreases learning-by-doing. The role of trade in generating economic growth is therefore likely to be more important than generally considered.
