In this context, At Europe's Edge investigates why the EU prioritizes the fortification of its external borders; why migrants nevertheless continue to cross the Mediterranean and to die at sea; and how EU member states on the southern periphery respond to their new role as migration gatekeepers. The book addresses these questions by examining the relationship between the EU and Malta, a small state with an outsized role in migration politics as EU policies place it at the crosshairs of migration flows and controls. The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years.

Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe’s southern external borders against transnational migrants and preventing migrants’ on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports –a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. This research strengthens existing criminological literature and has the potential to offer insights to policy makers around the world. It challenges the tendency of the MLG literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralisation of policy-making on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics and public policy. The right to seek asylum, because a person is in need of protection, is settled down in the 1951 Refugee Convention. 147countries agreed that when a person’s life is in danger because of persecution, he/she deserves protection. If a country is not able to protect its citizens, or maybe the government itself is the cause of persecution, then another country is supposed to help people who flee. The right to seek asylum is even mentioned in the Universal Declaration of Human Rights. Aim of this paper is to describe in detail the different forms of protection awarded to asylum seekers in Malta, including an analysis of the legal framework and a description of the similarities, differences and criteria, which must be fulfilled for each form of protection. In the first part, the focus will be on the legal framework these different regimes are based on. Before analysing the forms of protections, as it is important to have an idea about what it means to be an asylum seeker in Malta, we will here provide some data about applications in Malta. However, the main part of this paper will concentrate on the three protection forms granted to asylum seekers in Malta. There will be a discussion about the differences and similarities on these forms of protections before getting to a conclusion.
