Book excerpt: The FAO-EU FLEGT Programme supports government agencies, non-governmental organizations and private sector associations to work together in support of legal and trade reforms in timber producing countries with the aim of increasing legal trade in timber. The Programme, which started in 2008, is currently half way through its third phase of funding and covers 24 countries across Africa, Asia and Latin America. An evaluation of the third phase shows that despite significant shifts in timber markets and flows, the Programme remains highly relevant to national and regional forest governance objectives, national trade priorities and market demands. It is also well aligned to donor goals and objectives, particularly the EU-FLEGT Action Plan, as well as FAO Strategic Objectives. The Programme has achieved important results at country level including improved voice of non-state actors; increased capacity and skills; policy, legal and regulatory reforms; transparency and disclosure and improvements in timber legality.

This book was released on 2022-04-11 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The FAO-EU forest law enforcement, governance and trade (FLEGT) programme seeks to reduce and eventually eliminate illegal logging. With the support of its donors, the European Union, the Swedish International Development Cooperation Agency (SIDA) and the Foreign, Commonwealth and Development Office (FCDO), the FAO-EU FLEGT Programme funds projects created by governments, civil society and private sector organizations in Latin America, Africa and Asia to improve forest governance and promote trade in legal timber products on domestic and international markets. The Programme works in support of the European Commission’s Action Plan on FLEGT to promote the legal production and consumption of timber. The evaluation looked at the third phase of the programme, which remained a significant contribution to the goals of the FLEGT Action Plan. The increased capacity of service providers (particularly beginner non-governmental organizations and civil society organizations) and micro, small and medium-sized enterprise associations was considered the most significant change generated by the programme. The promotion of South-South cooperation proved to be an important aspect of capacity enhancement. Thanks to increased capacities, but also multi-stakeholder platforms and improved policy and regulative tools, a positive incipient impact on more inclusive forest governance has been achieved. More information and independent forest monitoring provided an important contribution to improved enabling conditions for legal timber trade and on the information of timber legality, even though the actual market impact is still limited. Recommendations to FAO and its project partners and stakeholders include actions to take away institutional, fiscal, technical and political barriers to scale up results, and actions to strengthen the sustainability of results, gender equity and social inclusion, knowledge management as well as monitoring and evaluation.

This book was released on 2021-12-09 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The second phase of the Forest and Farm Facility (FFF) aims at supporting forest and farm producers and their organizations (FFPOs) to enable climate-resilient landscapes and improved livelihoods, through the approval of small grants for producers organizations, training and exchanges, and the documentation and dissemination of good practices. The mid-term evaluation highlights the uniqueness of the FFF and its potential to influence global forestry narratives and practices, beyond the sum of its achievements in core countries, and recognizes that the FFF is broadening FAO’s corporate narrative and global positioning on forestry and its interface with agriculture, livelihoods and the environment. The FFF is highly relevant to national contexts with its outcomes well-matching national policies, and to FFPOs priorities and needs; it has effectively applied adaptive management from the onset of Phase II; and it has also contributed to strengthened and expanded partnerships among FFPOs and APEX organizations. The programme achieved satisfactory to highly satisfactory progress towards three of its four outcomes with limited resources, demonstrating high levels of cost-effectiveness. The monitoring and learning system is highly organized and well-coordinated around letters of agreement tracking, but it could improve with the inclusion of an internal results-based monitoring and evaluation system to track the evolution of longer-term results beyond the letter of agreement grant cycle. The FFF is responsive to gender in all countries and to indigenous producer organizations, while the strategy to include youth could be improved.

Available in PDF, EPUB and Kindle. Book excerpt: "Illegal logging and trade in illegally logged timber affect most of the forested countries. It causes environmental damage and loss of biodiversity, and has negative economic and social effects. The EU action plan on forest law enforcement, governance and trade (FLEGT) aims to reduce illegal logging globally by supporting forest governance in timber-producing countries and by reducing the imports of illegally harvested timber to the EU. In this report the Court concludes that the Commission's support to timberproducing countries in the framework of the FLEGT action plan was not sufficiently well managed. While the FLEGT action plan was conceived in an innovative way, the Commission did not devise an appropriate work plan with clear objectives, milestones and a dedicated budget. It did not clearly prioritise its assistance, and monitoring and reporting procedures were unsatisfactory. The main projects examined were not successful and the envisaged timber licensing schemes are not yet fully operational in any of the partner countries."--Publisher's description.

Book excerpt: The general labour and employment laws of many countries do not necessarily take into account the special circumstances of those who work in the agriculture, forestry and fisheries sectors, whereas legislation governing these sectors tends not to integrate appropriate labour standards. This becomes even more of a concern where there is a general weakness in inter-sectoral and inter-institutional coordination mechanisms. This Legislative Study seeks to respond to these challenges by providing guidance on the integration of internationally accepted labour standards into national legislation in the agriculture, forestry and fisheries sectors. It identifies the standards that apply to these sectors and shows how they have been or could be integrated into regulatory frameworks governing organic production and other agricultural commodities, contract farming, pesticide management, forestry, fisheries and other related sectors. The overall aim of the study is to improve relevant regulatory frameworks with regard to the protection of the rights of people who derive their livelihoods in these sectors.

In the forest sector, this relates to how we manage forests and use forest products. The Forest Products Annual Market Review covers recent trends, policies and market intelligence on forest products along with production, consumption and trade statistics for the UNECE region; all of which are critical to the role of forests in creating a more circular economy.

Book excerpt: Across the world, forests, trees on farms, and agroforestry systems play a crucial role in the livelihoods of rural people by providing employment, energy, nutritious foods and a wide range of other goods and ecosystem services. They have tremendous potential to contribute to sustainable development and to a greener economy. Yet clear evidence of this has been lacking. This evidence is critical to inform policies on forest management and use, and to ensure that the benefits from forests are recognized in the post-2015 development agenda, not only with respect to the environment, but also for their contributions to broader social issues. This edition of FAO s State of the World s Forests report (SOFO 2014) addresses this knowledge gap by systematically gathering and analyzing available data on forests contributions to people s livelihoods, food, health, shelter and energy needs. Crucially, the report also suggests how information might be improved and policies adjusted, so that the socioeconomic benefits from forests can be enhanced in the future."

Book excerpt: Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.

Book excerpt: Since 1978, when the World Bank published its policy paper on forestry, the world's understanding of and concern about the forest sector of the developing world has increased substantially. It has become clear that forests and woodlands play an even more important economic and ecological role than had earlier been recognized. In particular, the importance of tropical moist forests in protecting biological diversity has become more fully appreciated, as has their role in the carbon cycle and in global climatic change.
