Book excerpt: This study sought to determine whether increased competition among Michigan public schools, resulting from charter schools and the state's "schools-of-choice" program, has improved educational opportunities for children and whether competition encourages or discourages schools to respond to the needs and demands of students and parents. The research relies on information from the Wayne County Regional Service Agency, which contains 34 urban and suburban school districts, and data from state-generated publications. Anecdotal data were gathered through interviews with district superintendents and charter school principals. The evidence suggests that those who seek to improve education for Michigan children should embrace competition among schools rather than fear it. Competition has provided a powerful incentive for improvement while expanding the ability of parents to choose the school that best meets the needs of their children. There is very little evidence to suggest that competition has harmed the cause of better education in Michigan, and there is clear evidence that school choice and competition put pressure on low-performing school districts to improve. Recommendations are made for expanding parental choice in education. Appendixes contain a chart of student enrollment in Wayne County and a description of theme schools and academies in Dearborn, Michigan. (Contains 42 footnotes.) (SLD)

Book excerpt: This primer explains school choice, historically reviewing the origins and growth of tax-funded schools nationwide and how they became synonymous with public education. It examines the rise of government-funded and operated schools in Michigan through the efforts of Isaac Crary and John Pierce and describes the negative effects of a 1970 state constitutional amendment that severely restricts parents' ability to exercise school choice. The primer demonstrates the failure of many past and present education reforms, including ever-increasing funding, to significantly improve the quality of government education, and it explains different types of school choice (including intra- and inter-district choice, charter schools, tuition vouchers, and tax credits). Finally, it evaluates the progress of school choice programs available nationwide; identifies individuals and organizations who support, oppose, or are ambivalent to greater school choice in Michigan; and outlines strategic plans that parents and other concerned citizens can follow to get involved in efforts to improve education through greater school choice. Appendixes include a glossary, a sample illustration of how to advocate for school choice with letters to the editor of local newspapers, and a list of where to go for more information on this and other education issues. (Contains 175 endnotes.) (SM)

Available in PDF, EPUB and Kindle. Book excerpt: Now that the U.S. Supreme Court has declared school voucher programs constitutional, the many unanswered questions concerning the potential effects of school choice will become especially pressing. Contributors to this volume draw on state-of-the-art economic methods to answer some of these questions, investigating the ways in which school choice affects a wide range of issues. Combining the results of empirical research with analyses of the basic economic forces underlying local education markets, The Economics of School Choice presents evidence concerning the impact of school choice on student achievement, school productivity, teachers, and special education. It also tackles difficult questions such as whether school choice affects where people decide to live and how choice can be integrated into a system of school financing that gives children from different backgrounds equal access to resources. Contributors discuss the latest findings on Florida's school choice program as well as voucher programs and charter schools in several other states. The resulting volume not only reveals the promise of school choice, but examines its pitfalls as well, showing how programs can be designed that exploit the idea's potential but avoid its worst effects. With school choice programs gradually becoming both more possible and more popular, this book stands out as an essential exploration of the effects such programs will have, and a necessary resource for anyone interested in the idea of school choice.

Available in PDF, EPUB and Kindle. Book excerpt: While educators, parents and policymakers are still debating the pros and cons of school choice, it is now possible to learn from choice experiments in public, private, and charter schools across the country. This book examines the evidence from these early school choice programs and looks at the larger implications of choice and competition in education. Paul Peterson makes a strong case for school choice in central cities, and coeditor Bryan Hassel offers the case for charter schools. John E. Brandl offers his vision of school governance in the next century. The book's other contributors--economists, political scientists, and education specialists--provide case studies of the experience with voucher programs in Indianapolis, San Antonio, Cleveland, and Milwaukee; survey charter schools; analyze public school choice; discuss constitutional issues; and study the effects of private education on democratic values. Contributors include David J. Armor, George Mason University; Chester E. Finn Jr. and Bruno V. Manno, Hudson Institute; Caroline M. Hoxby, Harvard University; Brett M. Peiser, Partnerships in Learning; and Joseph P. Viteritti, New York University.

Available in PDF, EPUB and Kindle. Book excerpt: ‘Which school should I choose for my child?’ For many parents, this question is one of the most important of their lives. ‘School choice’ is a slogan being voiced around the globe, conjuring images of a marketplace with an abundance of educational options. Those promoting educational choice also promise equality, social advantage, autonomy, and self-expression to families. But what does this globalisation of school choice actually look like on the ground? This collection brings together educationalists, anthropologists, and sociologists who use a rich array of empirical data to understand the complex realities of school choice across a range of political and social settings: in Argentina, Australia, Canada, China, England, India, Israel, Japan, Singapore, Tanzania, and the United States. Together they show that, while the language of school choice has spread globally, it has done so unevenly across and within nations, and is always interpreted through local social and historical contexts. Neo-liberal policy initiatives are re-shaping education systems in many nations, but in complex and varied ways. This collection shows that rather than eliminating equity concerns, they re-embed them within new frameworks of choice and accountability. This is an important book for those interested in comparative education, as well as the sociology and politics of schooling.
