Book excerpt: The durability of infrastructure components, such as prestressed concrete bridge beams, can be significantly affected by long-term deterioration associated with corrosion. Corrosion is a major concern for bridges in Virginia, due to the frequent use of deicing salts during the winter, as well as the number of structures in marine environments. The residual capacity of corrosion damaged prestressed I-beams and box beams needs to be accurately estimated to determine if damaged bridges need to be posted, and to help with making informed decisions related to repair, rehabilitation and replacement of damaged bridges. This report presents the results of testing of six corrosion-damaged prestressed beams removed from existing bridges during their demolition. Three beams were Type II AASHTO I-beams extracted from the Lesner Bridge in Virginia Beach, and three were 48 in wide by 27 in deep box beams extracted from the Aden Road Bridge near Quantico, Virginia. Prior to testing, the beams were visually inspected and two types of non-destructive evaluations were performed to identify corrosion activity: resistivity measurements and half-cell potential measurements. The beams were then tested in the lab to determine their flexural strength. Following testing, samples of strand were removed and tested to determine their tensile properties. Cores were taken from the Aden Road beams and from both the beams and decks of the Lesner Bridge beams to determine compressive strength. Powdered concrete samples were removed to perform chloride concentration tests. The tested strengths of the beams were compared to calculated strengths using two methods for damage estimation and two different calculation approaches. The methods for damage estimation relied exclusively on visual inspections; one was the set of methods recommended by Naito et al. (2010), while the second was a modified method developed in this study from the current tests. The two calculation approaches were a strain compatibility method and the AASHTO LRFD method. Overall, the results yielded reasonable estimates of residual strength, except for one of the box beams that was discovered to have considerable water within the hollow cells. The final recommendations are that bridge inspectors develop detailed damage maps of corrosion-damaged beams, and that load raters use the Naito et al. method to get a conservative estimate of damage for both box beams and I-beams. Either method for calculating strength is valid, however the AASHTO LRFD method is simpler.

For bridges that have yet to be constructed, outfitting girders with instrumentation is a highly effective means of determining residual prestress force in prestressed concrete bridge girders. This constitutes the first prong. Still, many bridges are constructed without such instrumentation. For these bridges, a destructive technique can be used to directly determine the residual prestress in a prestressed concrete bridge girder. This implies that the girder(s) being tested have already been taken out of service. This constitutes the second prong. For bridges that are anticipated to remain in service that are lacking embedded instrumentation, the development of a non-destructive technique used to estimate the remaining force in the tendons of prestressed bridge girders is extremely important. This constitutes the third prong used to directly determine residual prestress force. The flexural capacity was also determined from field tests and compared to analytical estimates. By design, the code estimates are meant to be conservative. Alternatively, the residual prestress force for in-service members can be determined directly through the non-destructive technique presented in this research. As such, bridge service capacities can be determined directly and do not need to be conservatively estimated.

Book excerpt: Over-height vehicles impacting prestressed concrete (PS) and reinforced concrete (RC) bridge girders is a frequent problem experienced by the majority of transportation departments all over the world. The most common practice used to restore a damaged bridge is to cut out the damaged girder and replace it with a new one. More recently, alternative methods have been examined to help decrease the costs of replacing damaged girders and minimizing closure time. The research reported in this thesis considered three scenarios to examine the effectiveness of using Carbon Fiber Reinforced Polymers (CFRP) to restore impact-damaged PS girders to their original capacity. The first scenario investigated the effectiveness of CFRP sheets to repair a 54 ft (16.4 m) long girder with one ruptured prestressing strand caused by an over-height vehicle impact. The second scenario investigated the effectiveness of CFRP sheets to repair two 54 ft (16.4 m) long girders with various numbers of prestressing strands ruptured artificially at midspan. The final scenario examined the effectiveness of CFRP sheets to repair a shear-critical specimen with four prestressing strands artificially ruptured near the support. The design of all CFRP repair systems was conducted using a cracked section analysis and/or guidelines for shear capacity of prestressed members. The predictions according to the two approaches compared well with the measure values. The designs were compared to current codes and a recently developed debonding model. All of the repaired girders were able to reach and surpass their respective undamaged capacities. All of the flexural tests failed due to crushing of concrete and exhibited ductility even higher than the predicted value for the undamaged specimens.

Book excerpt: Catastrophic failures of non-composite prestressed precast concrete adjacent-box beam bridges have occurred in several states due to corrosion of the prestressing steel. These failures have highlighted the need to improve methods used to detect corrosion damage and subsequently load rate the damaged members. In light of this, PennDOT initiated a research program aimed at improving inspection techniques through evaluation of off-the-shelf non-destructive testing (NDT) technologies and correlation of surface conditions with non-visible strand corrosion. Funding for the project was provided by the departments of transportation of Pennsylvania (the lead agency), New York, and Illinois. Currently, the inspection of concrete box girder sections relies on visual methods which correlate longitudinal and transverse cracking, spalling, and exposed strands with the rated level of performance of the member. While the visual method provides a qualitative estimate of the amount of damage, the specific location along a strand and the amount of damage to the strands is not clearly defined. As a result, the assessment of the condition of the bridge could in some cases result in an un-conservative or overly-conservative estimate of remaining strength. Furthermore, without a high level of accuracy in locating damage to the strands, remediation and rehabilitation is difficult to accomplish. To improve on the current inspection techniques the visual inspection requirements are revisited through an extensive destructive evaluation study. In addition, NDT methods are evaluated and compared with actual damage present in a group of 40- 50 year old box beams removed from service. The goal of this project is to determine if visual inspection techniques or currently available NDT technologies will allow for accurate identification of non-visible corrosion of prestressing strands.

This, however, is not an efficient use of materials and resources since the member can often be repaired in situ. There are numerous repair techniques proposed by entrepreneurial and academic institutions which restore prestressed concrete girder flexural strength and save both material and economic resources. Of course, not all repair methods are applicable in every situation and thus each must be assessed based on girder geometry and the objectives of the repair scenario. This document focuses on the practical application of prestressed concrete bridge girder repair methods. In this document, repair methods are presented for three prototype prestressed concrete highway bridge girder shapes: adjacent boxes (AB), spread boxes (SB), and AASHTO-type I-girders (IB), having four different damage levels. A total of 22 prototype repair designs are presented. Although not applicable to all structure types or all damage levels, the repair techniques covered include the use of carbon fiber reinforced polymer (CFRP) strips, CFRP fabric, near-surface mounted (NSM) CFRP, prestressed CFRP, post-tensioned CFRP, strand splicing and external steel post-tensioning. It is the authors' contention that each potential structural repair scenario should be assessed independently to determine which repair approach is best suited to the unique conditions of a specific project. Therefore, no broad classifications have been presented directly linking damage level (or a range of damage) to specific repair types. Nonetheless, it is concluded that when 25% of the strands in a girder no longer contribute to its capacity, girder replacement is a more appropriate solution. Guidance with respect to inspection and assessment of damage to prestressed concrete highway bridge girders and the selection of a repair method is presented. These methods are described through 22 detailed design examples. Based on these examples, review of existing projects and other available data, a detailed review of selection and performance criteria for prestressed concrete repair methods is provided. Best practices based on the study objectives are presented.

For example, in the United States about 40 percent of the nation's 570,000 bridges are classified, according to the Federal Highway Administra tion's (FHW A) criteria, as deficient and in need of rehabilitation and replacement. In other countries the situation is similar. FHW A estimates the cost of a bridge replacement and reha bilitation program at 50 billion dollars. The major factors that have contributed to the present situation are: the age, inadequate maintenance, increasing load spectra and environmental contamination. The deficient bridges are posted, repaired or replaced. The disposition of bridges involves clear economical and safety implications. To avoid high costs of replacement or repair, the evaluation must accurately reveal the present load carrying capacity of the struc ture and predict loads and any further changes in the capacity (deterioration) in the applicable time span. Accuracy of bridge evaluation can be improved by using the recent developments in bridge diagnostics, structural tests, material tests, structural analysis and probabilistic methods. There is a need for an international exchange of advanced experience to increase the research effi ciency. The Workshop is organized on the premise that the exchange of existing American and European experience in the area of bridge evaluation, repair and rehabilitation is beneficial for both parties involved.
