La ausencia de definición de un modelo de Estado eficiente, en este país productor de petróleo, atípico en América Latina, conllevó a la formación de un Petro-Estado, endocentrico y dependiente de los ingresos que se obtienen dentro de los altibajos del Mercado energético mundial. Para analizar el problema de vivienda, se definió un periodo razonable de investigación: 1984-2012. Los últimos tres censos oficiales: 1990, 2001 y 2011, fueron tomados como base estadística. La distribución de la población a través del territorio fue estudiada y se encontró que no ha habido cambios significativos en el patrón histórico de distribución de la población en el territorio, ni por tanto de las viviendas, en las últimas décadas señaladas, reforzándose el modelo de concentración poblacional en el eje nortecostero del país. Adicionalmente por mayor comprensión se estudiaron los ejemplos de Chile, México y Colombia, y a España en el entorno de Europa Así se pudo facilitar la clarificación de factores y contrastar las experiencias y políticas en esta materia...
