It is based first, on extensive archive research in Austria, Germany, and Switzerland, second, on a large number of interviews with experts in the field of language mediation, and third, on the author's observations and experiences in the field of translation practice, translation teaching, and translation studies between 1950-1995. A specific feature of the book is the description of the social role of the language mediator through the prisms of communicative targets and technological developments and to determine his function as that of an indispensable bridge-builder between the members of differing linguistic and cultural communities. Historically, it distinguishes between three main phases, the period from 1900 to 1919 with the dominance of French as lingua franca in international communication, the period from 1919 to 1945, which is characterized by English-French bilingualism, and the period from 1945 to approximately 1990 with its massive trend toward multilingualism and the development of language mediation into a “translation industry”. The book continues with chapters on the implications of globalization, specialization and automaticization for international communication and it closes with reflections on future prospects for the profession in a knowledge society, both from a practical and a pedagogical viewpoint.

Der österreichische Romanist Mario Wandruszka definierte Mehrsprachigkeit in seinem Werk „Die Mehrsprachigkeit des Menschen“ aus dem Jahr 1979 wie folgt: „Mehrsprachigkeit bedeutet, dass unsere Gedanken nicht an einer bestimmten Sprache hängen, nicht an deren Worten kleben. Unsere Mehrsprachigkeit ist der sprachliche Spielraum unserer geistigen Freiheit.“ Damit weist er darauf hin, dass die Dimension der Mehrsprachigkeit deutlich über die Beherrschung mehrerer Sprachen hinaus geht. Vielmehr gilt Mehrsprachigkeit als Bereicherung für unseren Geist und dessen Freiheit. Er war nicht der Einzige, der den Begriff Mehrsprachigkeit definierte, daher werden im Folgenden verschiedene Definitionen erläutert und anschließend der Erwerb von Mehrsprachigkeit charakterisiert. Im letzten Kapitel behandelt die Seminararbeit die EU-Sprachförderprogramme und die Fremdsprachenkompetenzen der Unionsbürger. Welche Förderprogramme gibt es überhaupt und wozu dienen diese? Welche Rolle spielen Sprachförderprogramme in der Entwicklung des Multilingualismus? Außerdem erfolgt im letzten Kapitel ein Vergleich der Eurobarometer-Umfragen von 2006 und 2012. Dieser Vergleich wird zeigen, welche zusätzlichen Sprachfähigkeiten die Bürger besitzen und welche Änderung durch Multilingualismus verursacht werden. Zum Schluss erfolgt eine Zusammenfassung, in der die Situation und die Entwicklung der Mehrsprachigkeit in Europa resümiert werden. Die Mehrsprachigkeit erhöht die Kompetenzen der Menschen in der Arbeit, in der Ausbildung und in anderen Bereichen, bietet neue Möglichkeiten, ermöglicht die Kommunikation mit verschiedenen Menschen aus verschiedenen Kulturen. Als vielversprechender Bereich ist Mehrsprachigkeit nicht nur ein Mittel, um den interkulturellen Dialog und den sozialen Zusammenhalt zu gewährleisten, sondern auch ein Garant für Wohlstand und Arbeitsplatzsicherheit. Eine generelle Sprachkompetenz wird vorwiegend in den ersten Lebensjahren erworben. Innerhalb kürzester Zeit erlernen Kinder ihre Muttersprache. Bei mehrsprachigen Kindern können sogar zwei oder drei Sprachen nahezu vollständig und perfekt beherrscht werden. Die Arbeit soll zunächst die verschiedenen Spracherwerbstheorien erläutern und daraufhin auf die jeweiligen Vorteile, die sich durch eine frühe Mehrsprachigkeit ergeben eingehen. Es werden die Chancen für das Individuum an sich und für den Unterricht an Schulen näher erläutert.
