All types of organisations, including the political institutions of the European Union, universities and private-sector companies must rise to the many challenges posed by operating in a multilingual environment. This requires them, in particular, to make the best use of speakers’ very diverse linguistic repertoires. The contributions in this volume, which stem from the DYLAN research project financed by the European Commission as part of its Sixth Framework Programme, examine at close range how these repertoires develop, how they change and how actors adapt skilfully the use of their repertoires to different objectives and conditions. These different strategies are also examined in terms of their capacity to ensure efficient and fair communication in a multilingual Europe. Careful observation of actors’ multilingual practices reveals finely tuned communicational strategies drawing on a wide range of different languages, including national languages, minority languages and lingue franche. Understanding these practices, their meaning and their implications, helps to show in what way and under what conditions they are not merely a response to a problem, but an asset for political institutions, universities and business.

Diese Studie analysiert Theorie und Praxis der EU-Sprachenregelung, zeigt auf, wie das Englische im Laufe der Jahre Französisch als «Lingua franca» abgelöst hat und bietet eine umfassende Analyse der EU-Sprachenpolitik. Dabei werden zahlreiche Dokumente erstmals wissenschaftlich ausgewertet und auch die Tätigkeit des weltweit größten Übersetzungs- sowie des Dolmetscherdienstes der EU untersucht. Hierauf folgt eine Analyse der Sprachenpolitik Deutschlands als größtem Mitgliedstaat der EU, die durch gemeinsame Bemühungen von Bundesregierung und Bundestag zur Stärkung der deutschen Sprache gekennzeichnet ist. Abschließend wird eine neue Sprachenpolitik für die EU gefordert, die einen Ausgleich zwischen Effizienz und Gerechtigkeit und zwischen Interessen und realem Bedarf bildet. An die Stelle der Vollsprachenregelung sollte eine Sprachenauswahl treten, welche die Sprachen Europas mit dem größten Kommunikationspotenzial beinhaltet: das Englische, Deutsche, Französische, Spanische und Russische. Eine solche Entscheidung erfordert Weitblick und politischen Mut - andernfalls würde sich im freien Spiel der Kräfte allein das Englische durchsetzen.

Book excerpt: This volume is not only the first book-length investigation into adolescents’ use of English as a Lingua Franca (ELF), it also explores ELF in an African-European context, which has received little attention in ELF research so far. The book examines the interplay between language, culture and identity in adolescents’ ELF interactions. It combines quantitative and qualitative approaches to explore strategies secondary school students employ in a German-Tanzanian student exchange in order to reach their communicative goals. Introducing and drawing on the TeenELF corpus, the book investigates the speaker- and situation-specific potential of repetition and repair, complimenting, laughter and humour as well as various practices of translanguaging. The study reveals ELF as a transcultural space, in which different linguacultural influences meet and merge, while meaning, rapport and identity are interactionally negotiated. In the face of an increasing interest in ELF-informed pedagogy, the present approach investigates the communicative needs and competences of school students and derives both theoretical as well as classroom implications from its linguistic findings.
