Book excerpt: América Latina es el continente que se ha movilizado en forma consistente en cuanto al desarrollo, la adopción e implementación de estrategias de protección social que cubren aspectos de salud, nutrición, educación y trabajo entre otros factores de importancia básica para el desarrollo equitativo de la población de la región. La existencia de programas de transferencias condicionadas como así también de alimentación escolar o programas con metas específicas de alimentación dedicada a la niñez, la mujer lactante o personas de la tercera edad, tienen ya una profunda raigambre en la región con un reconocido impacto y en muchos casos se habla de estos programas en una segunda generación en determinados países (Adato & Hoddinott 2010; Bastagli, et al 2018; Takahashi, 2017). Todos los países en la región han adoptado estrategias de apoyo a las poblaciones más vulnerables con mayor o menor éxito (Stampini & Tornarolli, 2012), como parte de sus políticas de desarrollo integral. A pesar de la adopción e implementación de estas medidas, América Latina aun presenta un elevado porcentaje de su población con problemas de malnutrición (por desnutrición o sobrealimentación) lo cual hace que estos programas sean de una importancia central teniendo en cuenta además una variedad de modalidades como ser váuchers o bonos, tarjetas alimentarias y transferencias monetarias (Hidrobo et al, 2014) como así también su implementación en espacios o lugares estratégicos (escuelas y comedores escolares, centros de salud, etc.) donde se reciben los servicios que de este modo facilitan su adopción.

The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

El foco particular es el acceso económico de toda la población para acceder a una alimentación suficiente, saludable y diversificada, con el objetivo de mejorar las condiciones de pobreza, hambre, malnutrición y las enfermedades y muertes asociadas con dietas inadecuadas. El acceso económico a dietas saludables depende especialmente de los precios de los productos y de los ingresos de los consumidores, pero también presupone la disponibilidad y accesibilidad física, y la conveniencia de la dieta. Se puede plantear que los aspectos de disponibilidad y accesibilidad, por una parte, y los de conveniencia, por el otro, afectan el “precio efectivo total” de la dieta: el precio de compra directo de los productos que componen la dieta, más los costos de transporte y tiempo de llegar al lugar donde están disponibles para su compra, más los costos de tiempo y preparación de esos productos en la dieta que finalmente se consume. Por ende, desde esta perspectiva, se deberían analizar todas las políticas que incidan en esas variables. Este documento se centra en un conjunto más acotado de esas políticas (como se discute más adelante). Por otra parte, existen otras importantes medidas para mejorar las dietas, como, por ejemplo, las relacionadas con etiquetado, publicidad, información y educación; pero no inciden directamente sobre el acceso económico tal como fue caracterizado más arriba. En las siguientes secciones se presenta primero un breve marco conceptual para categorizar las políticas, y se explica el tipo o tipos de políticas discutidos en este documento,1 con un foco en América Latina y el Caribe (ALC). Finalmente se presentan algunas conclusiones preliminares de política.

El desarrollo pleno y sostenible de los territorios que se están “quedando atrás” no solo es una obligación que se desprende de los derechos de las personas que los habitan. Además, liberaría el potencial social, económico, ambiental y cultural de esos territorios en beneficio de todas las sociedades y del planeta. Se espera que el Panorama 2020 ayude a visibilizar los desafíos de los territorios con peores indicadores en términos de alimentación y nutrición, y que sirva para movilizar el compromiso político y la atención pública en los lugares que sufren mayores rezagos respecto a los promedios nacionales. Al igual que en ediciones anteriores, también se proporciona información sobre las políticas y los programas que los países están desarrollando para enfrentar todas las formas de malnutrición. El año 2020 se recordará durante muchas décadas por la pandemia provocada por la COVID-19. Los indicadores de la Agenda 2030 que se utilizan en esta publicación aún no recogen los distintos impactos del nuevo coronavirus. Book excerpt: The percentage of population suffering from overweight or obesity is increasing worldwide, both in developed and developing countries, and for all subpopulations of age and gender (although data on the incidence of those problems seem to differ somewhat across sources; see Díaz-Bonilla and Paz, 2019). High body mass is a risk factor for many non-communicable diseases such as diabetes, high blood pressure, coronary heart disease and stroke. High Body Mass also tends to increase the risks of various types of cancer, gallbladder disease, musculoskeletal disorders and respiratory symptoms among others. In consequence, it constitutes one of the leading risk factors causing early death and disability, as measured in disability-adjusted life years (DALYs).1 It is estimated that in recent years overweight and obesity contributed to about an estimated 4 million deaths (7.1% of all deaths) and 120 million DALYs worldwide (4.9% of all DALYs among adults); overweight and obesity also carry economic costs, estimated globally in US$500 billion per year (Development Initiatives, and Institute for Health Metrics and Evaluation (IHME) , 2018). Consequently, there is an increasing interest to develop policies and interventions that may reduce the incidence of overweight and obesity.
