Circulation in the medical profession. The medical annals is not pretentious in its aims. Its origin can be very briefly stated. In 1864 the Transactions of the Albany County Medical Society, from its beginning in 1806 to 1851, were published. Six years later a second volume was published, bringing the printed Transactions of the Society down to 1870. Ten active years have elapsed, accumulating material to make a volume larger than either of these, much of which has been of interest enough to find a place in various medical journals. Instead of printing this in a volume at once, it is proposed to issue it in parts, for which other societies furnish us a precedent. In connection with this the current minutes will be printed. This is the para! Mount object of the periodical. A modest attempt at jour nalism, in the way of items of local and general interest, notes of the Alumni of the Albany Medical College, hospital notes, and the like, will be added. As the Committee of Publica tion acquire experience as editors, they may enlarge the J our nal, and add even more than this. There is no idea on the part of the projectors that a long felt want is going to be filled. Forbid that we should use a term, except in jest, that has become a by-word as applied to medical schools and journals. Nevertheless, a local journal may find a place. The subject of a Presidential Address is a debatable one. Shall it be an oration in medicine; shall it treat of the practical or literary side of medicine; shall it be a review of the year's activities; or shall it depict, for pattern, a model society? The question of ease or difficulty in the treatment of the subject has no place in the selec tion of the subject. The decision as to the subject should be made in the light of the President's conception Of his responsi bility to the Society. This view has constrained me to eschew the congenial, and to pass in review before you some of the events of the year, with observations as to two of the Society's needs. First, let me express to the entire membership of the Society a sense of my deep appreciation of its uniform courtesy and consideration, of its generous forbearance, and Of its hearty cooperation - to all Of which any success which my administration may have achieved 18 due. No terms are sufficiently expressive of my appreciation of the loyalty of the Recording and Corresponding Secretaries. I feel that I could not have measured up in any appreciable degree to the requirements of the Presidential office without their intelligent aid and generous support. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Despite extensive knowledge about successful interventions, however, approximately one-quarter of American adults still smoke. Tobacco-related illnesses and death place a huge burden on our society. Ending the Tobacco Problem generates a blueprint for the nation in the struggle to reduce tobacco use. The report reviews effective prevention and treatment interventions and considers a set of new tobacco control policies for adoption by federal and state governments. Carefully constructed with two distinct parts, the book first provides background information on the history and nature of tobacco use, developing the context for the policy blueprint proposed in the second half of the report. The report documents the extraordinary growth of tobacco use during the first half of the 20th century as well as its subsequent reversal in the mid-1960s (in the wake of findings from the Surgeon General). It also reviews the addictive properties of nicotine, delving into the factors that make it so difficult for people to quit and examines recent trends in tobacco use.
