Book excerpt: As resources for family planning programs become more scarce, measurement of program efficiency is rapidly becoming one of the top priorities of family planning program evaluators. This study of Thailand is part of the continuing effort to evaluate the efficiency and impact of program inputs on family planning achievement and fertility. Analysis is restricted to 70 of Thailand's provinces as they existed from 1975-1979. Data falls into 4 categories: 1. data on government family planning inputs, 2. 1970 census data on the environmental or socioeconomic conditions, 3. data on family planning achievement that came fron the National Family Planning Program (NFPP) service statistics report for December 1978, and 4. 1980 census fertility data. Composite variables were created to improve sensitivity, correlation matrices were run to select the most important variables, and multiple regression and path analysis were used define the effects of the main independent variables on the dependent variables. The study concludes that: 1. Thailand's NFPP has an observable effect on family planning use which, in turn, has had a strong impact on reducing fertility. 2. This impact is the result of interaction between the modernization of the environment and the availability of health personnel and their services. Either factor alone has only a moderate effect on family planning use and fertility. However, when the 2 factors increase together in the same area, there is a marked impact on fertility after several years. These findings may enable the NFPP to define optimal amount of inputs for a given socioeconomic setting, resulting in more efficient use of decreasing resources.

Book excerpt: This paper critically reviews the methods for measuring the impact of family planning programs on fertility used primarily in the last decade, based on the literature as well as site visits and interviews. The strengths and weakness of several acceptor-based and population-based methods are evaluated for use in particular settings. The acceptor- based methods include: reproductive process analysis, standard couple- years of protection (SCYP), CYP, individual matching and component projection (CONVERSE). The population-based methods are: decomposition (standardization), trend analysis, prevalence, areal regression, multilevel regression and experimental design. Current evaluations are focusing on identification of the aspects of programs that have an impact, their interaction, and their relative importance in different settings. Except for the use of CYP in several Asian programs to monitor performance of the program, population-based methods are in vogue recently. Reasons for their popularity are the availability of national survey data, microcomputers and software such as TARGET, and the need for target setting in country policy. Areal and multilevel regression and experimental design are the methods receiving the most attention. The success of the Matlab project has stimulated interest in experimental design.

Book excerpt: These four papers supplement the book Contraception and Reproduction: Health Consequences for Women and Children in the Developing World by bringing together data and analyses that would otherwise be difficult to obtain in a single source. The topics addressed are an analysis of the relationship between maternal mortality and changing reproductive patterns; the risks and benefits of contraception; the effects of changing reproductive patterns on infant health; and the psychosocial consequences to women of controlled fertility and contraceptive use.

Book excerpt: The study assesses the impact of family planning programs on the fertility of women in the Chiang Mai province of Thailand, where family planning programs were introduced early in 1963. The study documents and estimates the fertility trend of Chiang Mai's population from existing sources of data. A demographic survey, in which a random sample of 3,805 ever married women from both urban and rural areas were interviewed using the World Fertility Survey questionnaire, was conducted. The socioeconomic characteristics and attitudes towards family size of Chiang Mai's urban and rural population are compared. The findings show that fertility has fallen rapidly in all sectors of the population and the decline is attributed to the introduction of family planning programs. The study concludes that family planning programs are one of the best possible means of slowing population growth rates to desired low levels in both urban and rural population. (SY)

Book excerpt: Using data from the 1980 Malaysian census, this paper reports on a project that tests methodology for measuring the impact of family planning programs on fertility. It also develops an efficiency measure that could be used by program administrators for adjusting program management. In the 1st phase of the project, subnational aggregate data are analyzed using a multivariate areal analysis technic. Based on the regression results an efficiency index was constructed for each sub-unit, the lowest administrative program unit. Sub-units were than ranked in order from the most efficient to the least. A sample from the 2 extreme quartiles was used to analyze differential performance using clinical and other selected data. A multivariate analysis of program and non-program inputs decomposed the relative contribution of socioeconomic development and family planning inputs on fertility. The study concludes that a strong cultural factor affects fertility; social mobility is essential in promoting fertility decline. Family planning efforts directly affect fertility and need to be strengthened. Policies to improve living conditions and educational status will raise contraceptive prevalence. In-depth case studies could help to characterize the least efficient units. Efforts should be made to develop simple statistical estimation technics for multivariate areal analysis to overcome unequal areal sizes, as current regression analysis tends to have biased estimates without appropriate weighting.

Book excerpt: The main contents are key findings and messages regarding the relationship between contraceptive use and fertility, for 195 countries or areas of the world. These highlights will draw mainly from World Population Prospects 2019, and model-based estimates and projections of family planning indicators 2019. Policy-related implications of and responses to trends in family planning and fertility will be integrated throughout the text. In particular, these issues are of relevance for contextualizing Sustainable Development Goals 3.7.1. and 3.7.2. and the achievement of the 2030 Agenda.

Book excerpt: This report summarizes presentations and discussions at the Workshop on the Social Processes Underlying Fertility Change in Developing Countries, organized by the Committee on Population of the National Research Council (NRC) in Washington, D.C., January 29-30, 1998. Fourteen papers were presented at the workshop; they represented both theoretical and empirical perspectives and shed new light on the role that diffusion processes may play in fertility transition. These papers served as the basis for the discussion that is summarized in this report.

Book excerpt: Fertility researchers, family planning evaluators, policymakers & programme managers among others will find this publication an essential reader. It presents a new approach for analyzing fertility behaviour which is based on a woman's childbearing experience as she moves through successive phases of the family-building process. The development of this approach culminates in the establishing of an empirically verified mathematical model for measuring the demographic impact of family planning programmes. An excellent publication that surveyed 15 countries in the developing regions.
