The SCATS system has the ability to change the signal phasing, timing strategies, and the signal coordination within a network to alleviate congestion by automatically adjusting the signal parameters according to the real time traffic demand. This study was undertaken to quantify the long-term effectiveness of the SCATS system on traffic congestion.
