Available in PDF, EPUB and Kindle. Book excerpt: This edited volume explores the relationship between the accelerating process of globalization and the proliferation of Weapons of Mass Destruction, which is increasingly seen as the pre-eminent threat to international security. The proliferation of Weapons of Mass Destruction has traditionally been seen as a function of the 'security dilemma' in the state-based international system. But the advent of the nuclear supply network pieced together by the Pakistani scientist A. Q. Khan represented a departure from this model, involving a variety of organizations not directly connected to a state. This volume assembles an international group of experts in order to assess the relationship between proliferation and globalization to ascertain how contemporary communication, transportation and financial networks are facilitating or constraining trade in dangerous contraband. The book ultimately seeks to determine whether globalization is fundamentally altering the nature of the proliferation problem, particularly the threat that Weapons of Mass Destruction might fall into the hands of terrorists. This book will be of much interest to students of nuclear proliferation, international security, terrorism and IR in general.

Book excerpt: "The arrest and public confession of Pakistani nuclear weapons scientist Abdul Qadeer Khan in 2004 revealed the existence of a global proliferation network which had, over almost two decades, provided nuclear technology, expertise, and designs to Iran, North Korea, Libya and possibly other countries. Khan was not the only nuclear arms merchant and Pakistan was not the only country implicated in his shadowy network. It spanned three continents and eluded both national and international systems of export controls that had been designed to prevent illicit trade. The discovery of the network highlighted concerns that nuclear technology is no longer the monopoly of industrially advanced countries, but can be purchased off-the-shelf by both states and terrorist groups. The IISS Strategic Dossier on nuclear black markets provides a comprehensive assessment of the Pakistani nuclear programme from which the Khan network emerged, the network's onward proliferation activities, and the illicit trade in fissile materials. In addition, the Strategic Dossier provides an overview of the clandestine nuclear procurement activities of other states, along with the efforts made both by Pakistan and the international community to prevent the reoccurrence of further proliferation networks and to secure nuclear technology. The final chapter assesses policy options for further action.

Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of Nuclear Security provides a comprehensive examination of efforts to secure sensitive nuclear assets and mitigate the risk of nuclear terrorism and other non-state actor threats. It aims to provide the reader with a holistic understanding of nuclear security through exploring its legal, political, and technical dimensions at the international, national, and organizational levels. Recognizing there is no one-size-fits-all approach to nuclear security, the book explores fundamental elements and concepts in practice through a number of case studies which showcase how and why national and organizational approaches have diverged. Although focused on critiquing past and current activities, unexplored yet crucial aspects of nuclear security are also considered, and how gaps in international efforts might be filled. Contributors to the handbook are drawn from a variety of different disciplinary backgrounds and experiences, to provide a wide range of perspectives on nuclear security issues and move beyond the Western narratives that have tended to dominate the debate. These include scholars from both developed and developing nuclear countries, as well as practitioners working in the field of nuclear security in an effort to bridge the gap between theory and practice.

Book excerpt: The book is organized to assist readers in finding the topics that interest them the most. What do we really know about the contributing causes of terrorism? Are all forms of terrorism created equal, or are there important differences in terrorisms that one must know about to customize effective counter-strategies? Does poverty cause terrorism? Are terrorists typically crazy, vengeful, misled, or simply making an entirely sensible choice? Why would people blow themselves (and others) up? Is the “war on terrorism” even a useful idea? Is it being fought wisely, or are much better ideas staring policy makers in the face? Do leaders of targeted nations wilfully neglect the best solutions? Most of the lessons in this book concern the basic human ingredients that combust to produce violent extremism. Thus – regardless of the mutations that occur in substate terrorism – the timeless scholarship here will hopefully be somewhat helpful even to our grandchildren.

Book excerpt: The U.S. National Academies (NAS) and the Russian Academy of Sciences (RAS), building on a foundation of years of interacademy cooperation, conducted a joint project to identify U.S. and Russian views on what the international nuclear security environment will be in 2015, what challenges may arise from that environment, and what options the U.S. and Russia have in partnering to address those challenges. The project's discussions were developed and expanded upon during a two-day public workshop held at the International Atomic Energy Agency in November 2007. A key aspect of that partnership may be cooperation in third countries where both the U.S. and Russia can draw on their experiences over the last decade of non-proliferation cooperation. More broadly, the following issues analyzed over the course of this RAS-NAS project included: safety and security culture, materials protection, control and accounting (MPC&A) best practices, sustainability, nuclear forensics, public-private partnerships, and the expansion of nuclear energy.

The aim of this conference was to promote the further development of nuclear forensic methods and international co-operation among laboratories. Another aim was to facilitate access to such capabilities by national law enforcement authorities in investigating and prosecuting nuclear crimes, to enhance co-operation, and to bring nuclear forensic methodology to a broader audience. These proceedings include the keynote addresses, invited papers, panel discussions, session summaries and an executive summary.
