The land use plans of the principal multiple use agencies - the Forest Service and the Bureau of Land Management (BLM) - are unnecessarily complex, take too long to complete, monopolize the time and resources of public land management agency staffs, and fail to engage the general public in any meaningful way. Moreover, the end result is too often a plan that is not sufficiently nimble to respond to changing conditions on the ground, a problem that appears to be accelerating due to climate change.It might seem easy to chalk up these problems to the inherent complexity of public land management. But what if public land management were not so complicated? What if the relevant agencies could rethink their current planning models and break down their decisions into more accessible and more manageable chunks?In this article, I suggest a new public land use planning framework with the potential to make planning more logical, more efficient, and more effective at achieving the goal of the smart management of our public lands that everyone wants. Moreover, this new approach can be carried out in a way that makes planning more accessible to interested members of the general public, thereby enhancing opportunities for meaningful engagement with public land decisionmakers.The ideas proposed here should not be viewed as final or inviolate. Rather, they are offered as an opening bid worthy of testing and debate. We cannot address the crisis facing the current land use planning program if we are unwilling to try new things. Perhaps the ideas presented in this article, even if tried, will be found wanting. But it is my hope and belief that we can and will learn much from rethinking the current public land use planning process.

Several such frameworks exist for providing recreation opportunities on public lands. These include the Recreation Opportunity Spectrum, Limits of Acceptable Change, Visitor Experience and Resource Protection, Visitor Impact Management, and Benefits-Based Management. The report traces the development of each of these frameworks, describes the fundamental premises and concepts used within them, and provides an assessment of the experience with their use. Each of the frameworks has been used with varying success, depending on the organizations will, its technical capacity, the extent to which the process is inclusive of varying value systems, how open and deliberative the process is, the extent to which the organization is concerned with effectiveness, and the extent to which issues are confronted at the systems level.

In such cases, the formal requirements should be met. The note’s primary intended audience are practitioners tasked with organizing consultations and stakeholder engagement as part of preparing and implementing projects. The emphasis in the note is on integrating stakeholder engagement into project design and implementation. In some projects, there may be one or more dedicated persons responsible for stakeholder engagement, while in other projects this function may be combined with the role of social and environmental specialists responsible for risk management or other project aspects. The decade began with the first Earth Day, an event that revealed the increasing strength and militancy of the environmental movement; as it ended, western commercial users of the public lands, disaffected by environmentalist policymaking victories, had launched the "sagebrush rebellion." Those managers were expected to reconcile often sharply polarized interest group pressures with professional values, as well as with diverse federal statutes and regulations that reflected uneasy compromises among group and professional influences. Although the technical specifics of public lands management differ from those in other fields of natural resources management, the political tensions in public lands policymaking are similar to those in other natural resources fields. Thus, this description of the Forest Service's xiii xiv PREFACE and BLM's handling of those tensions should be of interest to many in the natural resources management community as a whole. This study should also be useful to students of public administrative politics generally.

Book excerpt: Public participation processes in agency decision-making are commonplace today and they consume substantial portions of agency budgets. But agencies often struggle to design processes that meaningfully engage the public. The lack of meaningful engagement is often excused as the fault of the other side. The agency faults the public for comments that lack specificity or that fail to account for the factual and legal constraints underlying the proposal, and the public faults the agency for ignoring its comments or failing to take them into account in making its final decision. Public frustrations with agency process often exacerbate public disenchantment with agency decisions. This paper offers a prescription for making public processes more meaningful in the context of policy decisions impacting natural resources. It begins by tracing the history of public participation in government action. It then reviews the arguments that support public participation, as well as several reasons that may counsel against it. Participation processes will surely endure, but a better appreciation of the challenges that participation processes present can help agencies tailor their processes to be more meaningful. The chapter then analyzes the theoretical foundations for public participation, concluding that the civic republican tradition offers the only viable approach for meaningfully engaging the public in natural resources decision-making. Various modes of participation are then evaluated in light of the civic republican model, with suggestions for modifying these processes to enhance their utility in engaging the pubic. Finally, the chapter discusses some of the ongoing problems with current public processes and suggests possible reforms.

Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.
