A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.

Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.
