Sarebbe invece importante che gli enti locali procedessero nella direzione di aumentare le entrate non fiscali, puntando sull’offerta di servizi e attività che, stimolando la crescita della spesa dei cittadini e dei turisti, dia ossigeno ai bilanci pubblici. Tuttavia, per incrementare le entrate pubbliche è indispensabile che i comuni si dotino di piani strategici di marketing territoriale, i quali individuino i punti di forza e di debolezza di ogni singolo ente locale e definiscano così gli obiettivi e le metodologie che indichino su quali comparti del patrimonio pubblico si possa intervenire per esaltarne l’efficacia e la redditività.
