Book excerpt: In this book the record of the Marine occupation of the Dominican Republic from 1916-1924 is presented as an example of the active role played by the Marine Corps in the Caribbean region in the first three decades of the 20th Century. It was prepared principally from primary sources such as official reports, memoirs, personal correspondence, and recollection of the Marines involved. Captain Stephen M. Fuller, a Marine reserve officer, served on active duty as an aviation supply officer from 1968 to 1971. Subsequently, he spent three summers with the History and Museums Division, two of them in research and writing of this pamphlet and the third in preparation of a forthcoming pamphlet on Marines in Haiti. He has a Ph.D. in History from the University of New Mexico and currently is a candidate for the J. D. Degree at the University of Tulsa College of Law. In addition, he has taught for several years at Northeastern State College in Tahlequah, Oklahoma. The co-author, Dr. Graham A. Cosmas, joined the staff of the History and Museums Division in December 1973 after teaching at the University of Texas and the University of Guam. He has a Ph.D. in History from the University of Wisconsin and has published several articles on U.S. military history as well as An Army for Empire: The United States Army in the Spanish-American War.

Book excerpt: During the first three decades of the present century, the Marine Corps served as the striking arm of the United States policy of Caribbean intervention. In 1916, Marines landed in the Dominican Republic to protect foreign lives and property and to provide the "muscle" for a United States military government which was trying to bring stability to the troubled island republic. While there, Marines performed a variety of functions not normally assigned to an occupying military force, and they gained experience which helped to provide a pool of combat-trained leaders for future conflicts. This study is based on primary sources contained in the archives and holdings of the History and Museums Division, Headquarters, Marine Corps, the Federal Records Center, Suitland, Maryland, and the National Archives. In these sources, the record of the Dominican occupation is set forth, often in painstaking details. From research in these records, several themes, common to similar Marine campaigns in neighboring Haiti and in Nicaragua, became apparent. The first of these is the paramount role played by the Marine Corps in establishing and training a native constabulary capable of maintaining order after the Marines withdrew. Secondly, effective tactics for the conduct of counter-insurgency operations emerged from these interventions: for example, the coordinated use of air and ground forces began during these campaigns. The third important theme was the gradual development among Marines stationed in these Latin republics of the concept of what would be called in Vietnam "civic action" -- efforts by the occupying troops to "win the hearts and minds" of the population.

Using military and government records from the United States and the Dominican Republic, this work investigates the extent to which early twentieth-century U.S. involvement in the Dominican Republic fundamentally changed both Dominican history and the conduct of U.S. foreign policy. Successive U.S. interventions based on a policy of "dollar diplomacy" led to military occupation and contributed to a drastic shifting of the Dominican social order, as well as centralized state military power, which Rafael Trujillo leveraged in his 1920s rise to dictatorship. Ultimately, this book demonstrates that the overthrow of the social order resulted not from military planning but from the interplay between uncoordinated interventions in Dominican society and Dominican responses. Telling a neglected story of occupation and resistance, Ellen D. Book excerpt: This dissertation examines the historical implications of World-War-One-Era armed occupations through a study of the U.S.-created constabulary in the Dominican Republic during the military occupation of 1916-1924, and a contextualization of those years in the wider context of Dominican history. Through this historically under-studied case, I demonstrate the negotiations and compromise that, over the course of a long occupation, both revised the approaches of U.S. occupying forces and changed occupied society--fundamentally reshaping Dominican social class and regional power relationships through the military, unifying a heavily regional society, and polarizing society between military and civilian. The occupation took place during a time of rapid modernization in the Dominican Republic and drastically changing U.S. foreign policy methods, opening the way for its events and character to play a central role in the development of both. This study combines an analysis of U.S. and Dominican government and popular sources, including international communications, military records and newspapers from both countries, and private letters, to demonstrate the complex dialogue through which the new Dominican military and political system came into being. This dissertation takes back to its origin the question of what happens in U.S. military occupations meant to export democracy, examining the interplay and give and take between the occupied and occupiers, and the ways in which the end results were an evolution of something new, built of compromise. The society and military that emerged on the other side of the occupation was the result of a creative and ever-evolving dialogue between opposing forces, an evolution that led to a product distant from the plans of occupiers, but also distant from the plans of resisters, one that fundamentally reshaped Dominican power relationships and societal structure by the occupation's end.
