New observational and computational technologies are transforming the ability of scientists to study the global ocean with a more integrated and dynamic approach. This enhanced understanding of the ocean is becoming ever more important in an economically and geopolitically connected world, and contributes vital information to policy and decision makers charged with addressing societal interests in the ocean. Science provides the knowledge necessary to realize the benefits and manage the risks of the ocean. Comprehensive understanding of the global ocean is fundamental to forecasting and managing risks from severe storms, adapting to the impacts of climate change, and managing ocean resources. In the United States, the National Science Foundation (NSF) is the primary funder of the basic research which underlies advances in our understanding of the ocean. Sea Change addresses the strategic investments necessary at NSF to ensure a robust ocean scientific enterprise over the next decade. This survey provides guidance from the ocean sciences community on research and facilities priorities for the coming decade and makes recommendations for funding priorities.

Book excerpt: It was in September 1906 that the predecessor of the IAG, the 'Internationale Erdmessung', th organized the 15 General Assembly at the Hungarian Academy of Sciences in Budapest. It was 95 years later, in September 2001, that the IAG returned to this beautiful city to hold its Scientific Assembly, IAG 2001, in the historical premises of the Academy. The meeting took place from September 2-7, 2001 and continued the tradition of Scientific Assemblies, started in Tokyo (1982) and continued in Edinburgh (1989), Beijing (1993) and Rio de Janeiro (1997). Held every four years at the midpoint between General Assemblies of the IAG, they focus on giving an integrated view of geodesy to a broad spectrum of researchers and practitioners in geodesy and geophysics. The convenient location of the main building of the Hungarian Academy in downtown Budapest and the superb efforts of the Local Organizing Committee contributed in a major way to the excellent atmosphere of the meeting. As at previous meetings, the scientific part of the program was organized as a series of symposia which, as a whole, gave a broad overview of actual geodetic research activities. To emphasize an integrated view of geodesy, the symposia did not follow the pattern of the IAG Sections, but focussed on current research topics to which several IAG Sections could contribute. Each symposium had 5 sessions with presented papers and poster sessions on two consecutive days.

Book excerpt: As the importance of the oceans to society grows, so does the need to understand their variation on many temporal and spatial scales. This need to understand ocean change is compelling scientists to move beyond traditional expeditionary modes of investigation. Observing systems will enable the study of processes in the ocean basins over varying timescales and spatial scales, providing the scientific basis for addressing important societal concerns such as climate change, natural hazards, and the health and viability of living and non-living resources along our coasts and in the open ocean. The book evaluates the scientific and technical readiness to move ahead with the establishment of a research-driven ocean observatory network, and highlights outstanding issues. These issues include the status of planning and development, factors that affect the timing of construction and installation, the cost and requirements for maintenance and operations, needs for sensor development and data management, the impact on availability of ships and deep submergence facilities, and the role of research-based observatories within national and international operational ocean observing systems being developed and implemented.

Book excerpt: Globalization, population growth, and resource depletion are drawing increased attention to the importance of common resources such as forests, water resources, and fisheries. It is critical that these resources be governed in an equitable and sustainable way. The Commons in the New Millennium presents cutting-edge research in common property theory and provides an overview and progress report on common property research. The book analyzes new problems that owners, managers, policy makers, and analysts face in managing natural commons. It examines recent findings about the physical characteristics of the commons, their complexity and interconnectedness, and the role of social capital. It also provides empirical studies and suggestions for sustainable development. The topics discussed include the role of financial, political, and social capital in deforestation, community efforts to gain political influence in Indonesia, the Maine lobster industry, outcomes of the implementation of individual transferable quotas in New Zealand and Iceland fisheries, and design of multilateral emissions trading for regional air pollution and global warming.

Book excerpt: Latinos in the New Millennium is a comprehensive profile of Latinos in the United States: looking at their social characteristics, group relations, policy positions and political orientations. The authors draw on information from the 2006 Latino National Survey (LNS), the largest and most detailed source of data on Hispanics in America. This book provides essential knowledge about Latinos, contextualizing research data by structuring discussion around many dimensions of Latino political life in the US. The encyclopedic range and depth of the LNS allows the authors to appraise Latinos' group characteristics, attitudes, behaviors and their views on numerous topics. This study displays the complexity of Latinos, from recent immigrants to those whose grandparents were born in the United States.

Book excerpt: Mudskippers are amphibious fishes native to the Indo-West Pacific and tropical western Africa. Unlike most fishes, mudskippers emerse to forage, find mates, and defend territories. Adaptations to their morphology, physiology and behavior enable mudskippers to accommodate both aquatic and terrestrial habitats. For these traits, mudskippers have long captured the fascination of scientists, naturalists, and fish hobbyists. Some mudskipper taxa (e.g. Periophthalmodon spp., Periophthalmus spp., Boleophthalmus spp.) are readily observed on mudflats and mangrove forests during the ebb tide. Correspondingly, these conspicuous and widespread taxa are relatively well-studied. The autecology and basic biology for the remaing taxa (e.g. Apocryptodon spp. and Oxuderces spp.) are still poorly understood. Fishes Out of Water: Biology and Ecology of Mudskippers is the first comprehensive book to synthesize published scientific information and observation on these fishes. Two dozen subject experts present thorough overviews in fifteen distinct chapters. Contents span mudskipper anatomy, distribution, systematics, physiology, ecology, and conservation. Unique adaptations to terrestriality are discussed within the context of each chapter foci. This authoritative reference equips the reader with the basic foundation to understand mudskipper biology and ecology, while providing a framework in which emerging data are discussed. The book will be of interest to a broad range of students, researchers, and professionals in ichthyology, evolution, ecology, animal behavior, and comparative physiology.
