Book excerpt: The world ocean is a life-supporting system for humanity, yet it remains largely unknown. Based on data collected from around the world, the Global Ocean Science Report 2020 offers a global record of how, where and by whom ocean science is conducted. It monitors our capacity to understand the ocean and seize new opportunities. More generally, the Report underlines the essential role of ocean research and international cooperation for all key issues of the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: Oceanographers and the Cold War is about patronage, politics, and the community of scientists. It is the first book to examine the study of the oceans during the Cold War era and explore the international focus of American oceanographers, taking into account the roles of the U.S. Navy, United States foreign policy, and scientists throughout the world. Jacob Hamblin demonstrates that to understand the history of American oceanography, one must consider its role in both conflict and cooperation with other nations. Paradoxically, American oceanography after World War II was enmeshed in the military-industrial complex while characterized by close international cooperation. The military dimension of marine science--with its involvement in submarine acoustics, fleet operations, and sea-launched nuclear missiles--coexisted with data exchange programs with the Soviet Union and global operations in seas without borders. From an uneasy cooperation with the Soviet bloc in the International Geophysical Year of 1957-58, to the NATO Science Committee in the late 1960s, which excluded the Soviet Union, to the U.S. Marine Sciences Council, which served as an important national link between scientists and the government, Oceanographers and the Cold War reveals the military and foreign policy goals served by U.S. government involvement in cooperative activities between scientists, such as joint cruises and expeditions. It demonstrates as well the extent to which oceanographers used international cooperation as a vehicle to pursue patronage from military, government, and commercial sponsors during the Cold War, as they sought support for their work by creating "disciples of marine science" wherever they could.

Available in PDF, EPUB and Kindle. Book excerpt: The growth of electronic publishing of literature has created new challenges, such as the need for mechanisms for citing online references in ways that can assure discoverability and retrieval for many years into the future. The growth in online datasets presents related, yet more complex challenges. It depends upon the ability to reliably identify, locate, access, interpret, and verify the version, integrity, and provenance of digital datasets. Data citation standards and good practices can form the basis for increased incentives, recognition, and rewards for scientific data activities that in many cases are currently lacking in many fields of research. The rapidly-expanding universe of online digital data holds the promise of allowing peer-examination and review of conclusions or analysis based on experimental or observational data, the integration of data into new forms of scholarly publishing, and the ability for subsequent users to make new and unforeseen uses and analyses of the same data-either in isolation, or in combination with, other datasets. The problem of citing online data is complicated by the lack of established practices for referring to portions or subsets of data. There are a number of initiatives in different organizations, countries, and disciplines already underway. An important set of technical and policy approaches have already been launched by the U.S. National Information Standards Organization (NISO) and other standards bodies regarding persistent identifiers and online linking. The workshop summarized in For Attribution-Developing Data Attribution and Citation Practices and Standards: Summary of an International Workshop was organized by a steering committee under the National Research Council's (NRC's) Board on Research Data and Information, in collaboration with an international CODATA-ICSTI Task Group on Data Citation Standards and Practices. The purpose of the symposium was to examine a number of key issues related to data identification, attribution, citation, and linking to help coordinate activities in this area internationally, and to promote common practices and standards in the scientific community.

Available in PDF, EPUB and Kindle. Book excerpt: This book describes the work of the North Pacific Marine Science Organization (PICES) since its launch 1992. Mapping the evolution of its agenda gives insight into the development of modern marine science in the context of competing demands of stakeholders within and outside the organization. The opening chapter consider the challenges of marine science as a large scale, and places PICES in the contexts of internationalism and science-based resource management. They also lay out the organization’s longstanding focus on the development of climate science and its applications. Subsequent chapters explore the pros and cons of national vs. international science, negotiating the nature of investigation and cooperation across scientific, political and institutional boundaries in the region; national perspectives on purpose, scope, and mandates; assessing two major initiatives undertaken to date; the challenges of incorporating social science into an organization of mainly natural scientists.

Available in PDF, EPUB and Kindle. Book excerpt: During recent years, large-scale investigations into global climate change and other highly visible issues have taken the lion's share of declining research funds. At the same time, funding for basic research in such core disciplines as physical oceanography, biological oceanography, chemical oceanography, and marine geology has dwindled. Global Ocean Science examines how the largest U.S. ocean research programs, such as the Ocean Drilling Program (ODP) and the Joint Global Ocean Flux Study (JGOFS), have significantly contributed to our understanding of the oceans. The book examines the impact of these programs on research, education, and collegiality within this diverse scientific community and offers recommendations to help ensure a vital future for ocean science, including: Specific results of the programs such as data collected, conceptual breakthroughs, information published, demonstrable use of program products, incorporation of new knowledge into education, and contribution to policymaking and decisionmaking by federal agencies. Mechanisms for efficiently identifying knowledge gaps and research questions, strategic planning of research programs, managing competitive proposals, securing needed resources, and more. This practical book will be welcomed by ocean investigators, users of oceanographic research findings, policymakers, administrators, educators, and students.

The report offers a global record of how, where, and by whom ocean science is conducted: generating knowledge, helping to protect ocean health, and empowering society to support sustainable ocean management in the framework of the United Nations 2030 Agenda. The GOSR identifies and quantifies the key elements of ocean science at the national, regional and global scales, including workforce, infrastructure and publications. It is the first collective attempt to systematically highlight opportunities as well as capacity gaps to advance international collaboration in ocean science and technology. This report is a resource for policy-makers, academics and other stakeholders seeking to harness the potential of ocean science to address global challenges. A comprehensive view of ocean science capacities at the national and global levels takes us closer to developing the global ocean science knowledge needed to ensure a healthy, sustainable ocean.
