Book excerpt: This book addresses a timely and compelling emerging issue related to the conservation and sustainable use of marine resources and the sustainable development of the coastal community. Marine protected areas (MPAs) make a remarkable contribution to the protection of marine communities by providing sustainable livelihoods, deriving financial benefits from the development of fisheries and tourism, as well as by restoring ocean productivity and preventing further environmental degradation. These areas have been considered the cornerstone of a blue economy due to their substantial economic, social and environmental contributions. However, MPAs around the world are severely hampered by a multitude of issues and challenges such as inefficient management, poor socioeconomic conditions and environmental degradation due to human activities, overexploitation of marine resources, degradation of water quality, massive waste production and climate change. These are the main obstacles to economic, social and environmental sustainability. Hence, a collaborative management approach and an integrated management policy framework is urgently needed for the economic, social, political, cultural, technological, and ecological development of coastal communities.

Book excerpt: Federal programs applicable to the oceans and coastal zone have evolved incrementally in response to perceived needs to expedite emerging mari time development while conserving valuable marine resources. As a re sult, the current federal marine effort is divided among a plethora of programs administered by a number of agencies within different Depart ments. The programs themselves are conducted under the authority of multiple statutes with varying reaches and objectives: as a result they often overlap and conflict. There is no assurance, moreover, that the coverage of federal programs is complete in scope or comprehensive in conception. No single institutional device can ensure that these pro grams will manage the marine resources of the United States consistent ly and comprehensively, so as to derive maximum public benefit. While the present maze of statutes, regulations, and executive directives may in theory provide opportunities for a wide-ranging consideration of all relevant factors prior to making specific decisions, there can be no guarantee that this objective is realized either systematically or rea sonably effectively. Recent political developments indicate that the structure of federal marine programs will continue to be subject to scrutiny for some time. President Reagan's emphases on economic deregulation and development of outer continental shelf (OCS) oil and gas resources may lead to stream lining the OCS leasing and permitting process and altering the execu tion of the federal multiple use policy for marine areas.

Firstly, it outlines the problems associated with the management and conservation of marine living resources, with particular attention given to the twin concepts of economic value and sustainability. It demonstrates the contribution that economics can make to understanding these problems as well as helping to frame policies to mitigate them. Secondly, it looks in detail at the key methods that may be used to collect and analyse socio-economic data, oriented towards the information needs of decision makers and stakeholders involved in fisheries management. Together, these two objectives address the question: how does society make the best use of its marine living resources?

The book is divided into four main themes: 1. Global management and institutions for Arctic marine resources 2. Resource stewards and users: local and indigenous co-management 3. Governance gaps in Arctic marine resource management and 4. Multi-scale, ecosystem-based, Arctic marine resource management’. The ecosystem changes underway in the Arctic region are expected to have significant impacts on living resources in both the short and long run, and current actions and policies adopted over such resource governance will have serious and ultimately irreversible consequences in the near and long terms.
