It represents a rerun and advancement of the spatial statistics and of the coherence analysis run by the European Topic Centre on inland, coastal and marine waters (ETC/ICM) on MPA reported data in 2012 and as such provides insight on the observed changes in European MPAs established in the four year period 2013-2016. The networks of MPAs taken into account in the analysis are those established under the framework of the EU Nature Directives, National designations, and the Regional Sea Conventions as reported in the respective official spatial and tabular databases. The MPA assessment areas are defined by regions and sub-regions referred to in Marine Strategy Framework Directive reporting mechanisms. The statistics are reported in terms of surface area (km2) and relative percentage cover as well as percentage overlap between different networks. This volume contains the general MPA statistics and figures relating to the representativity principle, which is one of the four principles against which MPA networks are evaluated. MPA network analysis with respect to the remaining three principles will be produced in a second volume during the course of 2018.

The report provides a comprehensive overview of the current state of protected areas and aims to assist policymakers and the wider public in understanding the complexity of the current systems of protected areas. This report is especially timely, as 2012 marks the 20th anniversaries of the Convention on Biological Diversity and of the EU Habitats Directive. Both of these legal instruments consider protected areas to be key tools in the maintenance and restoration of biodiversity and ecosystems. For the purposes of this report, a 'protected area' is any site with defined boundaries classified or designated by countries under legislation primarily aiming at nature conservation i.e. at the protection, management and restoration of species, habitats and ecosystems. A protected area can thus be any area of sea, lakes, rivers or land that has been identified as important for the conservation of nature, and managed for this purpose. It is important to recognise that protected areas differ greatly in the extent to which they limit human activity within their boundaries. Some protected areas allow industry, extensive agriculture or fishing to occur within their boundaries, while others prohibit all of these activities. The term is thus very broad in its application. The report covers all 32 countries that are members of the EEA--27 European Union Member States, Iceland, Liechtenstein, Norway, Switzerland and Turkey--as well as the seven cooperating countries--Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo under the UN Security Council Resolution 1244/99. In this report, we examine how this challenge is addressed by key EU policies and spending programmes in parts of the Atlantic and the Mediterranean. While a framework is in place to protect the marine environment, EU actions have not restored seas to good environmental status nor fishing to sustainable levels in all seas. EU protection rules have not led to the recovery of significant ecosystems and habitats; marine protected areas provide limited protection; provisions to coordinate fisheries policy with marine protection policy are little used in practice; and relatively few of the available funds are used for conservation measures. While there has been measurable improvement in fish stocks in the Atlantic, this is not the case in the Mediterranean. We make recommendations to the Commission to address these issues, together with the Member States. ECA special report pursuant to Article 287(4), second subparagraph, TFEU.

There are several EU-level policy drivers that call for the establishment of an ecologically coherent network of MPAs across Europe%s seas % most notably Article 13.4 of the Marine Strategy Framework Directive (MSFD) and the EU Biodiversity Strategy to 2020. By drawing on existing approaches put forward by the Regional Sea Conventions of relevance to European seas, this report presents a proposed methodological framework for the assessment of MPA networks in a European context to help inform the role that MPAs (and MPA networks) play in the delivery of EU-level reporting requirements. The proposed framework is based on the evaluation of different network evaluation principles (representativity, replication, connectivity, adequacy and management) which are developed in a %three-tiered% approach leading to: a single evaluation output, a scenario assessment based on more than one target measurement, and case studies highlighting aspects that need to be addressed in order to improve the proposed methodology.
